Abstract: | Various utilization to the natural resources at Kampar Peninsula has indicated resources degradation that could threaten its’ status. The aims of this research were to indentify natural resources’ characteristic, usage, and related issues; to analyze stakeholders’ of Kampar Peninsula management, its’ social capital, and related issues; to analyze policy and institutional arrangement; to analyze determinant variables of Kampar Peninsula management; and to formulate institution of Kampar Peninsula collaborative management. The study was conducted from February to May 2010 at Kampar Peninsula, using qualitative method. The data was collected through a collection of documents, field observation, in-depth interviews, focus groups discussion, and participate in meetings were related to the research topic. Data were analyzed qualitatively using stakeholders analysis, social capital analysis, and content analysis (policy analysis). The result showed that resources potency of Kampar Peninsula have degraded gradually by uncontrolled water management. More than 70 stakeholders were identified while regulation and policy that directly regulate peatland management least possible. The objective of Kampar Peninsula collaborative management is to realize sustainability Kampar Peninsula peat swamp forest ecosystem management on the landscape scale. Kampar Peninsula collaborative management can be realized through zoning that includes 5 main zones. Collaborative institution act as a "co-manager" for KPHP Tasik Besar Serkap and play the role as a "center of excellence". Meanwhile strengthening and institutionalization of social capital, mastering the technology of water management, strengthening the financial ability of the main actors, and the readiness of human resources are a precondition for realizing collaborative management. |
