Abstract: Community forest plantation policy in Sarolangun Regency has poor performance in implementation. Realization of utilization permit timber-forest plantation (IUPHHK) was issued from Sarolangun district government just about 156.44 ha for 18 KK (0.82% from total provisioning area). Low performance and achievements in the implementation of HTR, requires a comprehensive evaluation on implementation of HTR policy.
