Title: The Analyze of Food and Consumption Access of The Households Beneficiary Program and non-Beneficiary Program of Community Development Program in Wilas and Sulangkit Village, Kotabaru Regency, Kalimantan Selatan

Abstract: The purpose of this study was to analyze the food and consumption acces of the households beneficiary and non-beneficiary of community development program in Desa Wilas and Desa Sulangkit, Kotabaru Regency, South Kalimantan. The study used cross sectional study design which include 46 households with purposive sampling. Desa Wilas is a program beneficiary and Desa Sulangkit is a non-beneficiary. The result showed that several programs that were done in Desa Wilas have been helping to increase food acces especially in social, physics, and economics. Social food acces component was dominated by the basic education periode (≤ 9 years) of husband and wife, as in the beneficiary village (81.8% and 91.3%) and in the non-beneficiary village (95.5% and 100%). All of the households (100%) in the beneficiary village have a high economy food acces while in the beneficiary households have a lower acces (91.3%). The whole food acces showed that the food access score increased if the education periode of husband and wife was longer and the economy acces was bigger. The average households food consumption is higher in beneficiary village (1280 kkal) than in non-beneficiary (1240 kkal). The households in beneficiary village (56.5%) had a higher good level (≥70%) of sufficiency energy than in the non-beneficiary village (47.8%). There were no differences of sufficient level of energy, the component, and the whole food acces between the two households (p>0.05). The periode of education of husband and wife and the whole food acces had possitive correlation (p<0.05) with sufficiency level of energy. Meanwhile there was no correlation between economy food acces and sufficiency level of energy (p>0.05).
Desa wilas merupakan salah satu desa prioritas pelaksanaan program pemberdayaan masyarakat PT Arutmin Indonesia Tambang Senakin. Laporan Dompet Dhuafa Republika (2010) sebagai mitra perusahaan menunjukkan bahwa potensi pertanian, perikanan, dan perkebunan di Desa Wilas sangat tinggi. Tingginya potensi tersebut belum tentu menjamin baiknya status gizi penduduk. Ariesta et al (2011) mencatat bahwa sebanyak 45% balita di Desa Wilas memiliki status gizi (BB/U) kurang. Menurut kategori WHO persentase tersebut termasuk permasalahan gizi yang sangat tinggi. Oleh karena itu, penelitian ini penting dilakukan untuk mengkaji program pemberdayaan masyarakat perusahaan tersebut melalui konsep ketahanan pangan khususnya akses dan konsumsi pangan sebagai salah satu manifestasi status gizi yang baik. Secara umum penelitian ini bertujuan untuk menganalisis akses dan konsumsi pangan rumahtangga penerima program yaitu Desa Wilas dan bukan penerima program yaitu Desa Sulangkit, Kabupaten Kotabaru, Kalimantan Selatan. Tujuan khusus yang ingin dicapai pada penelitian ini adalah 1) menganalisis program pemberdayaan masyarakat PT Arutmin Indonesia Tambang Senakin di desa penerima program pemberdayaan masyarakat, 2) menganalisis akses pangan pada rumahtangga dikedua desa, 3) menganalisis tingkat kecukupan energi pada rumahtangga dikedua desa, dan 4) menganalisis hubungan antara akses pangan dengan tingkat kecukupan energi (TKE) rumahtangga dikedua desa.
