Penetapan Lebar Jalur Hijau (Greenbelt) Mangrove Berdasarkan Aspek Ekologi dan Sosial Ekonomi di Desa Sawah Luhur, Kota Serang, Banten.

Abstract

Coastal high potential in the fields of economy, triggering a massive development. Land-use management indiscretion bad for the environment. For it is necessary for the establishment of mangrove green belt policy wisely according to aspects of ecological and economic soasial to alternative policy-making can be done with an integrated coastal management. This study aims to assess the width of green belt policy and environmental conditions in coastal areas Sawah Luhur Village, and determine the solution of decision making in the green belt policy in Sawah Luhur Village accordance with ecological and socioeconomic aspects. This research was conducted by collecting primary data and secondary. Policy review based on Keppres No. 32 Year 1990 regarding the protected forest areas as well as Regulation Serang. No. 6 Year 2011 regarding Spatial Plan. Biophysical studies carried out through ground check and classify based on agriculture, aquaculture, residential, wooded areas, buffer zones, rivers and highways. Socio-economic studies carried out through interviews with 30 respondents such as: community, government officials, village, district, and city, and students associated with the Sawah Luhur Village. Based on Keppres No. 32 Year 1990 with an average difference in tidal range 0.7 m, the width of the green belt in the coastal Sawah Luhur Village is 91 m. At the study site green belt width 91 m with an area of 45.18 ha, the area is overgrown with mangrove only 50,19% ie 22,68 ha area designated as a Pulau Dua nature reserve. The many weaknesses of the Keppres No. 32 Year 1990, which does not consider socio-economic aspects, causes this policy can not be done well in Sawah Luhur Village. In Perda Serang No. 6 Year 2011 does not explain the establishment of mangrove green belt. Currently people difficulties to meet the needs of clean water due to seawater intrusion reaches 4 km, which affects the scarcity of clean water for the community. In addition to sea water intrusion, drought caused by drought exacerbated the scarcity of clean water. Over time, pollution and environmental damage resulted in the decline in productivity and farm ponds. So the effect on revenue to the village of which the majority of Noble Field work in the field of aquaculture and agriculture. To increase the productivity of land one of them is by way of planting in coastal areas Sawah Luhur Village. According to respondents, especially the coastal land use would be better if used as aquaculture intercropping, because it has advantages in the field of ecology, economy, and tourism. If the pond intercropping can be realized and can be put to good use, then all parties would be better off in many aspects.
