Communication Dynamic in the Policy Making of Youth Development (Study Case in Policy Making of Leadership, Management and Organization Learning in KNPI Banten Province).

Abstract

National Committee for Indonesian Youth in Banten Province (KNPI Banten) is a potential organization in developing and empowering local youth. Supports from 50 Local Youth Organization and 8 KNPI regencies enabling KNPI to contribute positively to the local youth. Communication Organization aspect very determines the policy making process and the dynamics of internal organization, therefore the main issue from this research was to explain the communication process in KNPI in Banten Province, especially in organizing the desire from the organization members in the policy making process. This research aimed to describe and constructivis the scientific facts that related with the communication dynamics that happened in KNPI in Banten Province, and the final outputs from this research were expected to contribute scientifically for the communication science development especially in the field of communication organization. Contructism paradigm was used to reveal the policy making process and used to analyze barrier, pressure, and contradiction that occurred. This research was designed qualitatively with case study method, was conducted over three months and had taken place in KNPI in Banten Province. The informants were selected by using snowball method. The result described that the most frequent communication pattern used were Informal Participative Communication Pattern, interpersonal, transactional and circular. Whereas the communication climate that affected the policy making were the system and adopted organizational norm. The most dominant internal factor that affected the policy is the leadership factor and ideology, meanwhile the external factor that affected the policy is local political factor, where the government needs an institutional support and in the other hand KNPI had to keep their independency in political discourse.
