Abstract: Corporate Social Responsibility (CSR) is an action or a concept by a company based on the ability of the company as a form of social responsibility or their surrounding environment in which they operate. CSR program is a phenomenon of corporate strategy that accommodates the needs and interests of its stakeholders. The scope of CSR itself includes the company's involvement in social activities that are useful for society at large and comply with applicable laws in a society whether in relation to business activities or social activities in general and respect for the rights and interests of stakeholders that have a direct interest or indirectly against the interests of business. This study aims to (1) describe the characteristics of community leaders and the communication process in the village Bilikom target CSR program Indocement, (2) explain the relationship of the characteristics community leaders with the effectiveness of corporate communications, (3) explain the relationship of the communication process Bilikom with the effectiveness corporate communication in the village built CSR program Indocement. Characteristics of community leaders that correlated significantly with the effectiveness communication through Bilikom Indocement CSR programs, among others, among others (a) main job with the understanding of community leaders (b) long-serving with an attitude of community leaders, (c) social participation with community leaders actions, and also very significant are (a) main job with the attitudes of community leaders and (b) mass media exposure to attitudes and actions of community leaders. Bilikom communication process that correlated significantly with the effectiveness of CSR programs Indocement communication, among others (a) the credibility of the source with the attitude of community leaders, (b) how to speak the source with community leaders action, (c) methods of communication with the attitude of community leaders. Beside that, Bilikom communication process also has very significant correlation with the effectiveness of CSR programs Indocement communication, among others (a) the credibility of the source with and actions of community leaders, (b) the intensity of feedback with the understanding and actions of public figures. It is recommended to improve communication methods Bilikom and optimizing the use of other communication media such as magazines, newspapers or other mass media-related companies and CSR programs. It is intended that the villagers get a complete knowledge and information which will assist in the implementation of CSR programs.
Tanggung Jawab Sosial Perusahaan (TJP) atau Corporate Social Responsibility (CSR) adalah suatu tindakan atau konsep yang dilakukan oleh perusahaan sesuai kemampuan perusahaan tersebut sebagai bentuk tanggungjawab mereka terhadap sosial atau lingkungan sekitar perusahaan itu berada. Program CSR merupakan fenomena strategi perusahaan yang mengakomodasi kebutuhan dan kepentingan stakeholder-nya. CSR timbul sejak era di mana kesadaran akan sustainability perusahaan jangka panjang adalah lebih penting daripada sekedar profitability. Ruang lingkup dari CSR itu sendiri meliputi keterlibatan perusahaan dalam kegiatan–kegiatan sosial yang berguna bagi masyarakat luas dan mematuhi aturan hukum yang berlaku dalam suatu masyarakat baik yang berkaitan dengan kegiatan bisnis maupun kegiatan sosial pada umumnya serta hormat pada hak dan kepentingan stakeholders yang mempunyai kepentingan langsung ataupun tidak langsung terhadap kepentingan bisnis. PT Indocement Tunggal Prakarsa Tbk. (Indocement) adalah perusahaan penghasil semen dan merupakan produsen terbesar kedua di Indonesia. Indocement menjalankan program tanggung jawab sosial perusahaan (Corporate Social Responsibility/CSR) untuk mendukung upaya Pemerintah Indonesia mencapai Sasaran Pembangunan Milenium (Millenium Development Goals – MDG) untuk pengentasan kemiskinan sampai tahun 2015. Efektivitas program CSR sangat tergantung dari aktivitas komunikasi yang dilakukan perusahaan, sejauh mana mendapat dukungan melalui sikap dari semua kalangan khususnya yang berkepentingan langsung terhadap kebijakan program CSR perusahaan. Efektivitas program CSR melalui Bina Lingkungan Komunikasi (Bilikom) yang dilakukan oleh Indocement sangat menentukan dalam membangun sikap masyarakat terhadap perusahaan, khususnya yang berada di sekitar beroperasinya perusahaan. Bilikom merupakan salah satu instrumen yang digunakan oleh Indocement untuk menjembatani kepentingan setiap stakeholders atas tanggung jawab sosial perusahaan. Berdasarkan konsep implementasi CSR, keberhasilan program sangat ditentukan peran masing-masing pemangku kepentingan. Proses komunikasi yang dilakukan perusahaan pada akhirnya akan melahirkan penilaian atau sikap terhadap citra perusahaan di mata masyarakat setempat. Sikap masyarakat lokal sangat ditentukan oleh proses komunikasi atas program CSR perusahaan. Tingkat efektivitas komunikasi perusahaan juga sangat ditentukan sejauh mana penilaian kalangan masyarakat lokal, pemerintah lokal, pengusaha lokal dan organisasi masyarakat khususnya yang terkait langsung dengan keberadaan perusahaan tersebut. Terkait hal tersebut, diperlukan penelitian mengenai efektivitas komunikasi program CSR Indocement melalui Bilikom terhadap masyarakat sekitar.
