Pengembangan Indikator Kinerja Kunci (IKK) perikanan tuna terpadu di Sulawesi Utara

Abstract

Perangkat IKK ini adalah salah satu bagian statistik yang menggunakan uji yang dikenal dengan SMART: Specific (jelas dan terfokus), Measurable (dapat dikuantifikasi dan dibandingkan dengan data lain), Attainable (dapat dicapai, masuk akal dan dapat dipercaya), Realistic (sesuai dengan keadaan organisasi/perusahaan dan biayanya efektif) and Timely (dapat dilaksanakan sesuai dengan kerangka waktu yang ditentukan) (McNeeney 2004). Sampai saat ini usaha penangkapan ikan dan lembaga pemerintahan serta stakeholder perikanan lainnya bukan saja tidak tersedia tapi belum memiliki IKK sebagai kriteria analisis kunci keberhasilan atau potensi kelanjutan dari perikanan tuna baik di tingkat nasional maupun daerah. Kesulitan pemerintah dalam pembinaan usaha karena tidak adanya indikator kinerja yang jelas dan terukur; dari data BPS tahun 2008, ternyata dinamisasi perusahaan perikanan di Bitung yang bergerak di bidang penangkapan menurun sebesar 66,9% dari tahun 2000 sebanyak 143 perusahaan menjadi 33 perusahaan di tahun 2007, di lain pihak produksi tuna di tahun yang sama justru mengalami peningkatan. Hal ini menjadi suatu tantangan bahwa bilamana para investor dapat memanfaat indikator yang jelas dan terukur, diharapkan para pembuat keputusan dari perusahaan ini dapat melakukan antisipasi terhadap permasalahan yang sedang berlangsung. Untuk pemecahan masalah tersebut, maka perlu dilakukan pengkajian guna menjawab pertanyaan-pertanyaan sebagai berikut:

Key performance indicators (KPIs) are indicators used to report progress towards delivery on factors identified as critical to the success of an organization's goals and objectives. In a progressive environment, KPIs can also serve as tools for change, providing input into process management that will assist in bringing about sustainable performance improvements. The KPIs selected must reflect the organization's goals, they must be key to its success, and they must be measurable. Key performance indicators usually are long-term considerations for an organization In general, this research was done to formulate the key performance indicators in economic, financial, social, ecology and government term which is clearly and measurable for integrated fisheries; to determine the appropriate fisheries performance in North Sulawesi; and to get the key perfoemance standard for evaluating the continuity of tuna fisheries. This research was done in North Sulawesi that consist of 2 cities and 3 regencies. Field activity was done in Bitung city and the focus group discussion (FGD) in Manado. The focus group is the group that discussed the specifically structure case and has procedure and time frame. The data analysis were done in Manado and Bogor. The result showed that the key performance indicators for integrated fisheries in national level consists of three dimension i.e, social, government and ecology. In fisheries level consist of economic, social, ecology and financial. In enterprise level are consist of process, outcome and output. The model for integrated fisheries is built by several elements as an input that are tuna resources, the available of electric, water for industry, education level, crew training and the using of technology in catching fish. The production process is shown by the policy implementation of government, communication, the planning and the affectivity for law enforcement, fishing risk, appraisal program system, export value, production and value of production, IRR (internal rate of return), TAC (total allowable catch), wage and prosperity level.
