Abstract: Fisheries resources utilization in Residency of South Lampung as so far has faced on larger potency of fisheries capture while the management is not optimally done yet. This situation has indicated the low productivity of fishing units including the existing fleets as well as unsupported fishing gears facilities in traditional basis. In other hand, in general, the human resources are rare with low management capability. As consequence, technology transfer (adoption) to the lowest level fishermen is constrained. Fishermen slowly use existing technology and be more diversified in business activities. In addition, fishermen's access on capital loan is limited. This research conducted in marine region of South Lampung Residency. The variation of used fish catching unit, Schaefer production surplus analysis, in order to identity the status of fish resource such as potential, effort level, and maximum sustainable yield. Scoring analysis which will be used in this research are, conducting standarization of fish catching unit, considering method, in order to determine the superior fish catching unit, biological aspect, sustainable aspect, environtmental aspect, investment feasibility aspect, and analytical hierarchi procces method. Strategic development of fish catching unit was done in three options. First option based on the possibility development up to MSY gave fourteen fish catching unit can be added, those are payang 71 unit, fixed gill net 44 unit, encricling gill net 600 unit, hand line 21 unit, sero 336 unit, beach seine 716 unit, bagan perahu 162 unit, bagan apung 64 unit, drift gill net 74 unit, serok 27 unit, bubu 25 unit, trammel net 184 unit, jermal 50 unit, and mini trawl 72 unit. Second option based on the AHP method gave seven fish catching unit can be added, those are drift gill net 30 unit, bagan perahu 67 unit, hand line 9 unit, sero 140 unit, payang 29 unit, bubu 10 unit, and bagan apung 26 unit. Thirth option based on the AHP method gave seven fish catching unit can be added, those are drift gill net 590 unit, bagan perahu 1.289 unit, hand line171 unit, sero 2.682 unit, payang 566 unit, bubu 197 unit, and bagan apung 512 unit.
