dc.description.abstractToll roads are public roads that are part of road network system and a national road users are required to pay tolls. While the definition of highway is a certain amount of money paid for the use of toll roads. Minimum service standards under the authority of the central government (Article 2 paragraph 4 item b.). MSS held to ensure the availability of the service road to the public in the most minimum conditions. Minimum Service Standards for toll roads has been provided for in Regulation Minister of Public Works No. 392/PRT/M/2005. MSS is a measure that must be achieved in the implementation of toll road and organized to improve the public service as a toll road users. The purpose of this study is the subject as follows (1) Model determined the policies and strategies capable of dealing with problems of the physical condition of highways, traffic management and land use and maintain the level of highway service (MSS) remains appropriate, and (2) Realization of environmental management model that can address environmental issues in order to prevent or reduce air pollution caused by transportation and traffic noise in the area around the highway. Results showed that growth in traffic volume on toll roads is quite high, if not controlled it will result in the management and operation of toll roads including the physical condition of the components of toll roads, traffic management and land use components will result in a decreased level of highway service or in other words Standard Minimum Service (MSS) is not fulfilled (Minimum Service Standards in accordance Regulation Minister of Public Works No. 392/PRT/M/2005), and growth of high traffic volumes will result in environmental problems in this study was limited only to the level of air pollution and noise levels that occur on the interstate.en
dc.description.abstractPembangunan infrastruktur jalan khususnya jalan bebas hambatan atau jalan tol menjadi faktor yang menentukan dalam perkembangan ekonomi wilayah serta peningkatan kualitas hidup masyarakat dan lingkungan. Oleh karena itu pemerintah selalu berupaya untuk meningkatkan pelayanan terhadap masyarakat melalui perbaikan infrastruktur jalan tol sehingga kesenjangan antara kebutuhan dan pelayanan yang ada dapat diminimalkan. Pemerintah berkepentingan untuk mempercepat pembangunan jalan tol untuk mewujudkan sistem transportasi yang efisien dan mempercepat pertumbuhan ekonomi yang pada akhirnya akan menurunkan tingkat kemiskinan. Untuk mencapai tujuan tersebut, Pemerintah merencanakan untuk membangun ± 1.500 km jalan tol baru dalam 5 tahun kedepan. Dimulai sejak tahun 2009 sampai dengan tahun 2014, pembangunan jalan tol akan dilakukan sebagian besar di Pulau Jawa dan beberapa ruas di Pulau Sumatera, Sulawesi dan Bali (Renstra Departemen Pekerjaan Umum, 2005-2015).id
