Abstract: The objective of this study are is to measure the level of awareness of the importance of mangrove forests in North Halmahera Regency; to know the shape and size of community participation in mangrove forest management in North Halmahera Regency; to determine the factors that influence people's participation in the management of mangrove forests in North Halmahera Regency ; to formulate policies that can be taken in the management of mangrove forests in North Halmahera. Observations at 3 locations found in fairly dense mangrove forest, and found 9 species were: Rhizophora apiculata, R. Stylosa, Sonerita alba, S. caseolaris, Bruguiera gymnorrhiza, B. cylindrica, Ceriops tagal, Exoecaria agalloca and Avicenia sp. Observation of mangrove vegetation in study sites can be concluded that in all three study sites, only Tagalaya Island has a very good mangrove ecosystem, better than the two other locations and the Village of North Galela Mawea. This is because the island Tagalaya a marine conservation area for coral reefs and mangroves. Factors used as independent variables showed no significant effect on both variables. This is possible because public attention to the mangrove ecosystem is not high enough. Mangrove forests can not contribute direct economic value to society, except in North Galela locations that produce eggs maleo. Therefore, society has not given serious attention to the preservation of the mangrove ecosystem. The SWOT analysis showed that seven policies that need to be implemented in connection with the management of mangrove ecosystems in North Halmahera Regency sorted according to priorities based on the analysis results are as follows: (1) Reforestation of mangrove forest, (2) Preservation of the mangrove ecosystem, (3) Implement training nursery and mangrove planting, (4) Increase the active participation of society in part reforestation mangrove forest area, (5) Maximizing monitoring mangrove ecosystems, (6) Make a Local Regulation on management of mangrove ecosystems; (7) Implement counseling for the community to preserve the mangrove forest.
