Abstract: A research of Illegal fishing was done in North Development of Fisheries Judicial System North Halmahera Regency during June up to November 2009. The aims of the research were to identify the types of illegal fishing violations, identifying regions and countries of the illegal fishing violator, and then develop an appropriate policy strategy for the prevention of Illegal fishing in the North Halmahera water. The research involved internal and external strategy factors toward the work on fishing and aqua culture the prevention of Illegal fishing. The result shows that the illegal fishing violations in North Halmahera waters was practiced by foreign fishermen (Philippine Citizen) is a violation of the requirement or standard operating procedure of fishing, while types of violations by Indonesian fishers are not having a driver's license Fishing. Results of SWOT and AHP analysis shows that the policy priorities for the prevention of illegal fishing are : (1) Development of monitoring system; (2) Development of Fisheries Judicial System; (3) Increasing regional and international cooperation; (4) Licensing system improvement; (5) Regionalization of Fisheries Management; (6) Development of integrated fishery industry; (7) People Fisheries Development.
