Abstract: The district of Maluku Tenggara Barat is one the island district in Indonesia, which by geostrategic has three significant area characteristics i.e as the border districts between Indonesia and Australia, in the region of small and outer island and one of the less developed region in Indonesia. The district has 85 (eighty five) large and small islands and become the gate for the sailing race Indonesia – Darwin which have been started in 2008. To support the successofanyeconomyactivities and social as well as the development in the districtofMaluku Tenggara Barat, it should be supported by the availabilityofseatransportationfacilitywhich has sufficientcapacity, reliable and available at anytime as needed so that the seatransportation is the absolute for this area. The objectiveofthis paper is toformulate the strategyofdevelopment for seatranportation inter island in order toincrease the regional economydevelopment in the districtofMaluku Tenggara Barat. Strategy, program and activityrecommendationresulted from this research is expected as the input for the localgovernment in order toformulate the program. So thateach program and activitywhicharefinanced by the government regional or central government budget can be optimizedto speed up the alleviationofdisadvantaged region to be developedequally as otherdeveloping region.
Kebutuhan akan transportasisangatdiperlukandalampembangunansuatunegaraataupundaerah. Transportasimerupakanuratnadipembangunankehidupan politik, ekonomi, sosialbudayadanpertahanankeamanan. Tujuanpembangunantransportasimenurut RPJM RI adalahuntukmeningkatkanpelayananjasatransportasisecaraefisien, handal, berkualitas, teratur, cepat, lancar, aman dan hargaterjangkausertamewujudkansistemtransportasinasionalsecaraintermoda dan terpadudenganpembangunanwilayahnya dan menjadibagian dari suatusistemdistribusi yang mampumemberikanpelayanan dan manfaatbagimasyarakatluas, termasukmeningkatkanjaringandesa – kota yang memadai. Negara Indonesia adalahnegarakepulauan yang membentang di sekitargarisKatulistiwadanmemilikikuranglebih 17.500 pulaubesardankecil. Salah satupropinsinyayakniPropinsi Maluku merupakanpropinsikepulauandenganibukotanya Ambon terdiridari 90 % luaslautandan 10 % luasdaratan.Kabupaten Maluku Tenggara Barat adalahsalahsatukabupaten di Propinsi Maluku yang secarageostrategikmemiliki 3 (tiga)karakteristikwilayah yang menonjoldankhasyaknisebagaikabupatenperbatasanantara Indonesia – Australia, kawasanpulau – pulaukecilterluardanmerupakansalahsatudaerahtertinggal di Indonesia. Kabupateninimemilikipulau – pulaubesardankecil yang berjumlah 85 (delapanpuluh lima) pulaudanmerupakanpintumasuklombaperahulayar Indonesia – Darwin yang telahdimulailagipadatahun 2008. Kondisiinimengakibatkantransportasilautantarpulaudi Kabupaten Maluku Tenggara Barat merupakanmasalah yang sangatpenting yang harusdiselesaikan.
