Abstract: The purpose of this research is to identify the utilization on fishery vessel in Cilacap, analyze and evaluate the VMS utilization from technical, institutional, and economic aspect The research method was sun-ev with field obsen-ation arid interview. The data which were collected were primary and secondary data and the dalsi hare heen analyzed quantitatively (descriptively) and quantitatively. From the result, VMS utilization in Cilacap hai been being occurent since-October 4th 2003. Transmitter distribution far Cilacap was 21 units and from that amount. 1U units hove been discharged til 200.1 and 11 units have been discharged ul fiscal year 2004. w ith the result that vessel which have been using VMS are 21 units Controlling on VMS utilization on vessel in Cilacap is been doing by Fishen Supervision and works together with Indonesia N A IT, Indonesia 4ir Force. Harbtw Administration Tanjung Intan Cilacap. Indonesia All Fisherman Association (HNSI) Cilacap branch and Cilacup Fishery and Marine Department. Until now. VMS assembling is still facing lots of barriers, technical and non-lechiiicut as well. Socialization is needed periodically and also fisherman has to be active m improve the VMS utilization.
