Economic efficiency is often measured from production aspect and lack of attention to non-production aspect, such as transaction cost. In fishing, much expenditure out of production cost was spent by ship owners and, thus, decreases the benefit of business. This research was conducted to identify and to measure the components of transaction cost on fishing, to measure and to analyze the impact of transaction cost to economic efficiency. The largest component of the transaction cost was catch retribution with the range of 30 to 51 percent of the total transaction cost. The ratio of transaction cost and revenue in Pekalongan ranged from 0.06 to 0.10 and the largest part went to other parties that did not contribute to the production activities.en
