Abstract: Agricultural development has an important position for national food security. Increased food security is pursued through the improvement of rice production. The island of Java as the biggest rice producers continue to decrease in size field rice area, so another rice field alternative outside of Java is needed. One of them is nontidal swamp land that is still very wide, such as in Hulu Sungai Utara District South Kalimantan Province. The purpose of this study was to identify suitable land for paddy cultivation and development as well as conservation areas to safeguard the sustainability of farming, knowing the center of rice production and priority directions of development policy. Identify potential rice field using land suitability analysis by remote sensing data and processing data done in ArcGIS 9.3. Land suitability analysis using ArcGIS 9.3 with reference to the criteria established by the Department of Agriculture. Conservation area determined by reference to the Presidential Decree 32 of year 1990 on protected areas. Potential development for rice field is done by overlay spesific analysis of land suitability result and existing landuse are interpreted from the ALOS AVNIR, Landsat and Google Earth images. Centralization of activities carried out by Location Quetion Analysis and policy priorities with SWOT Analysis. The results showed that the potential development of land for rice field is still very widespread, especially in Danau Panggang Subdistrict and Paminggir Subdistrict. Peatland conservation areas are in northern and lake buffer areas in Danau Panggang Subdistrict . River buffer areas spread across the district. Policy priorities are directed to the appropriate utilization of the potential area for rice in the base region with the expansion of paddy fields.
