Abstract: The National Vocational Rehabilitation Centre (NVRC) is the technical (practical) implementation unit in the field of vocational rehabilitation for disabled people, subordinate and responsible to the Ministry of Social Affairs. The main task and function of NVRC is to conduct advanced vocational rehabilitation services for people with disabilities from regional rehabilitation centres for the physically disabled, sheltered workshop and others. This research take places in NVRC Cibinong, Bogor with total area 35,419 m2 which consist of building area (12,695 m2) and greenery open space area (22,742 m2). The objectives of this research are (1) to analyze the existing conditions, (2) to describe the utilization concept of recreation-based on outdoor activity and (3) to make a recommendation design and suggestion as problem solving for accommodating disabled people in the specific greenery open space. This research consists of some steps, such as initial preparation, collecting data, analysis, and synthesis, forming concept, preparing landscape plan and the final is detail design. There are many functions of greenery open space, one of them is being used for outdoor activity. Greenery open space for outdoor activity needs to be serve in a good condition of society that had overwhelmed of physically, psychology, and life necessity pressure. In analysis and synthesis process, there is so many alternative of exploiting potency and solution of constraint in greenery open space of NVRC Cibinong, Bogor. As a result, the main concept of redesign is a greenery open space that is functional and aesthetic. Functional means having facilities for user with physical disabilities to do the gardening activity and relaxation activity. The gardening activities consist of seeding, planting, maintaining, harvesting, and postharvesting. Beside that, greenery open space of NVRC Cibinong, Bogor has function as a stabilizer of microclimate and habitat of wildlife animal (deer). In planning and design process, the greenery open spaces of NVRC Cibinong, Bogor divided by three areas. The areas are active recreation area (1,724 m2), passive recreation area (370 m2), and conservation area (4,356.58 m2). Each area will be put facilities and circulation patterns to accommodate user activity. The result of this study can be used as a reference and suggestion to other rehabilitation centre as an alternative utilization of greenery open spaces for people with disabilities.
