Abstract: The tropical forests in lndonesia had been degrated and deforested in an alarming rate, although several efforts have been made to reahbilited the resources. Perhaps, the implementation of the forest policies could not overcome the problems faced. This paper will discuss the weaknesses of the forest policies and will suggest a policy reform dealing with institutional and pilitical economy, intellectual role, and political perspectives. It seems that the institutional aspects and policy inovation have been put in a lower priority in the forest policy reform process. In fact, since thirty years, the problem in the forestry sector development have been shifted from technical into social and institutional economy. Hence, the foresters should change the logical framework from "the forest first" to "the forest second". Consequently, the high education on forestry has to be in line with the above paradigm and to be geared toward the national socjal-economic and political dimensions.
