Rancang Bangun Strategi Pengembangan Agroindustri Kelapa Sawit (Agrosawit)

Abstract

The characteristics of palm oil agroindustry are specifically regional-based, involving many people, and related to many development sectors. Therefore, the development strategy is different between one region and the others but, the national strategy is required. The research objective was to assess the hierarchy priority of factor, actor, goal, and policy instrument and to form strategy of AGROSAWlT development in Indonesia. The research methodology used was Analytical Hierarchy Process (AHP). The result showed that in the short term, the success factors of AGROSAWIT system are farm subsystem and palm oil processing subsystem. Therefore, the priority of institution design, policy, and strategy has to be focused on the both subsystems. The strategy of AGROSA WIT development is to achieve the required capital, improve market condition, adjustment of government role and policy. The priority of goal is to increase the farmer and labor income. The priority of policy instrument is adjustment of standard price system of fresh fruit bunch (FFB), labor wages, and improvement of tax and retribution system.
