Masalah Kelembagaan dan Arah Kebijakan Rehabilitasi Hutan dan Lahan (Problem on Institution and Policy Direction of Forest and Land Rehabilitation)

Abstract

This study was conducted to acquire the knowledge of problem of forest rehabilitation institution and policy change which should able to be implemented. It has been shown by various references that performance of forestry development is determined by institutional capacity. Studies in two locations indicated that forest rehabilitation programs implemented by district/province government and central government were not accompanied by institutional strengthening efforts. The weakness of institution have been proven to be followed by policy failure to reach its target. Resistance to policy change stems from policy narrative and discource embeded in decision makers belief. Key words: institution, institution capacity, policy narrative, discource
