Abstract: It has become a common understanding that the watershed management in Indonesia in this decentralized era lacks the sufficient information on the natural resources, not to mention the limitations reflected in the past and current activities. As a result, the watershed management of one river, one plan, one management is impossible to be implemented. The Draft of Government Regulation (Rancangan Peraturan Pemerintah) on the watershed management describes the principles as follow: (I.) LVatershed is to be considered as one natural ecosystem, one plan, one integrated management; (2.) The watershed management should include the multi stakeholders be well planned, well coordinated, integrated, and sustainable; (3) The watershed management uses the adaptive approach for the dynamic and characteristic conditions; (4) cost and benefit sharing is applied so that the multi stakeholders have the specific rights and responsibilities to the destruction of the natural resources and itsimpacts to other areas. There has to bean institution whichapplies those certain principles to fillin the gap of information on the watershed management with regards to the availability, dissemination and updating, therefore an integrated watershed management by forum which consisting the multi stakeholders isa necessity. The forum has to be functional, strengthenedasthe motor andcatalyst of the watershed management, and recognized by all members.
