Abstract: An accurate, complete, and up to date land resources data and information are basic input for planning in watershed monitoring and management. Watershed-based researches have been conducted but the results are not integrated and organized yet so that these can not be used optimally. At present, the technology ofCIS is able to store data and information in a spatial database. This paperproposesgeneral framework for developing digital spatial database of watershed land resources and discusses its implementation in Upper Ciliwung Watershed. Spatial database development includes design, data automation, and database management. Designing spatial database covers determining watershed boundary, selectingreferencingsystem, selectinganddetermining theme/layer, determiningobject type for each themellayer, determiningattributes for each object, creatingdata dictionary, and determining the specification of Spatial Database Management System and hardware. Once database developed, database maintenance should be performed including adding new data, updating data and disseminating information of database content. As a result of framework implementation i.e. Digital Spatial Database of upper Ciliwung watershed is discussed. The spatial database is a tool to store, manage, explore spatial data and information past and integrated beside saving maps resulting in watershed-based research.
