| Abstract: | Kabupaten Halmahera Tengah sebagian besar wilayahnya (73%) adalah perairan laut, seluas 6.104,65 km² yang kaya akan potensi sumberdaya ikan seperti: ikan tuna, cakalang, tongkol, layang, kembung, kakap, kuwe, kerapu, dan lain-lain. Skala usaha penangkapan ikan di Kabupaten ini termasuk dalam kelompok perikanan tangkap skala kecil atau ukuran kapal/perahunya (< 5 gross tonnage). Selain kaya akan potensi sumberdaya ikan di perairan lautnya, wilayah daratan Kabupaten Halmahera Tengah juga menyimpan kekayaan sumberdaya mineral yang besar, seperti: nikel dan kobalt. Mulai tahun 2021 orientasi distribusi pasar hasil perikanan tangkap skala kecil di Kabupaten Halmahera Tengah mulai berubah dari pasar lokal dan interinsuler yang tidak kontinyu menjadi pasar lokal kontinyu untuk memenuhi permintaan konsumsi masyarakat yang terus meningkat dan karyawan industri pertambangan dan hilirisasi industri nikel. Permintaan pasokan (supply) ikan terus meningkat seiring dengan meningkatnya pertambahan penduduk dan kebutuhan konsumsi karyawan pertambangan dan hilirisasi nikel. Tercatat periode Januari–September 2022, jumlah pasokan ikan dari usaha mikro kecil dan menengah (UMKM) di Weda ke perusahaan pertambangan dan hilirisasi industri nikel mencapai 100–150 ton/bulan
Kebijakan pemerintah daerah Kabupaten Halmahera Tengah tahun 2023 menjadikan perikanan tangkap skala kecil sebagai prime mover ekonomi dan peningkatan ketahanan pangan. Kebijakan tersebut dilakukan melalui percepatan revitalisasi sistem pengelolaan perikanan skala kecil dengan penyediaan sarana penangkapan ikan (< 3 GT), penyediaan rumpon, aktivasi cold storage dan pabrik es, pasar ikan, dan mempercepat distribusi hasil tangkap ikan ke sentra pemasaran. Selain itu, meningkatkan ketrampilan nelayan melalui pelatihan, fasilitasi badan penyelenggaraan jaminan sosial (BPJS) Tenaga Kerja dan kerjasama dengan UMKM lokal pemasok ikan ke perusahaan pertambangan dan hilirisasi nikel.
Disatu sisi Kabupaten Halmahera Tengah juga merupakan bagian dari kebijakan nasional untuk hilirisasi produk tambang nikel. Aktivitas hilirisasi nikel, khususnya kapal yang berafiliasi dengan industri hilirisasi nikel yang beraktivitas di laut memberikan dampak terhadap aktivitas perikanan tangkap skala kecil. Jenis kapal tersebut diantaranya tug boat, tongkang, kapal tangki bahan bakar minyak (BBM), kapal ekspor feronikel dan jenis kapal kargo lainnya, tidak hanya berlayar tetapi melakukan labuh dalam waktu yang lama di Teluk Weda dan sekitarnya. Aktivitas kapal-kapal tersebut menimbulkan beberapa permasalahan, yaitu; terganggunya aktivitas penangkapan ikan di daerah penangkapan ikan dan kerusakan rumpon, hal ini mengakibatkan menjauhnya daerah penangkapan. Keberadaan lampu kapal dan titik labuh merupakan keluhan yang dirasakan oleh nelayan skala kecil. Hal ini disebabkan, karena dengan keberadaan lampu yang berasal dari kapal-kapal yang berlabuh menghasilkan cahaya yang mempengaruhi keberadaan ikan di daerah penangkapan. Dimana cahaya lampu tersebut akan membuat ikan-ikan yang menjadi target tangkap menyebar dan sulit untuk ditangkap, hal ini yang secara langsung mengganggu aktivitas penangkapan nelayan skala kecil. Oleh karena itu, maka dilakukan penelitian yang berkaitan dengan Model Integrasi Pengelolaan Perikanan Tangkap Skala Kecil dengan Industri Pertambangan dan Hilirisasi Nikel Secara Berkelanjutan di Kabupaten Halmahera Tengah.
Penelitian telah dilaksanakan di Kabupaten Halmahera Tengah Provinsi Maluku Utara pada bulan Mei 2023 sampai Agustus 2024. Pendekatan metode yang digunakan dalam penelitian ini adalah metode deskriptif. Manfaat yang diharapkan dari penelitian ini; adalah sebagai rujukan ilmiah bagi pemerintah daerah untuk menetapkan kebijakan dan strategi pengelolaan perikanan tangkap skala kecil, membantu pemerintah untuk mengakselerasi pengentasan kemiskinan di wilayah pesisir dan pulau-pulau kecil, dan informasi ilmiah untuk penelitian lanjutan bidang manajemen perikanan tangkap skala kecil di Kabupaten Halmahera Tengah.
Secara umum penelitian ini bertujuan menyiapkan Model Integrasi Pengelolaan Perikanan Tangkap Skala Kecil dengan Industri Pertambangan dan Hilirisasi Nikel Secara Berkelanjutan di Kabupaten Halmahera Tengah, Provinsi Maluku Utara. Namun secara khusus tujuan penelitian adalah: 1) Mendeskripsikan karakteristik perikanan tangkap skala kecil di Kabupaten Halmahera Tengah, Provinsi Maluku Utara; 2) Mengetahui interaksi perikanan tangkap skala kecil dengan industri pertambangan dan hilirisasi nikel di Kabupaten Halmahera Tengah, Provinsi Maluku Utara; 3) Menentukan status keberlanjutan perikanan tangkap skala kecil dalam perspektif keberlanjutan menurut dimensi ekologi, ekonomi, sosial, teknologi, dan hukum/kelembagaan di Kabupaten Halmahera Tengah, Provinsi Maluku Utara; dan 4) Menyusun model konseptual integrasi pengelolaan perikanan tagkap skala kecil dengan industri pertambangan dan hilirisasi nikel secara berkelanjutan di Kabupaten Halmahera Tengah, Provinsi Maluku Utara.
Kajian keragaan perikanan tangkap skala kecil menunjukkan bahwa perikanan tangkap di Kabupaten Halmahera Tengah bersesuaian dengan kriteria perikanan tangkap skala kecil dalam hal nelayan, kapal perikanan, jenis alat penangkapan ikan, hasil tangkapan, pengolahan, dan pemasaran hasil tangkapan. Ketersediaan stok sumberdaya ikan aktual masih berpeluang dimanfaatkan nelayan untuk memenuhi kebutuhan pangan ikan secara berkelanjutan dalam menunjang kebijakan hilirisasi hasil pertambangan nikel di daerah ini. Pengembangan usaha penangkapan ikan yang sesuai dengan harapan pengelolaan bersama perikanan yang berkelanjutan, dapat diwujudkan dengan strategi menumbuhkan koperasi nelayan kecil di tingkat daerah Kabupaten Halmahera Tengah. Unit penangkapan ikan yang digunakan oleh nelayan terdiri dari kelompok perahu tanpa motor, ketinting, dan didominasi kapal motor tempel berbahan fiber glass, dan kapal motor mesin berbahan kayu.
Aktivitas tuq boad dan tongkang pengangkut ore, serta kapal kargo pengangkut kebutuhan industri pertambangan dan hilirisasi nikel yang masuk dari dan keluar laut Halmahera serta teluk Weda Halmahera Tengah mengganggu aktivitas penangkapan ikan dan rumpon nelayan skala kecil di daerah penangkapan ikan. Kehadiran industri pertambangan dan hilirisasi nikel di wilayah Kabupaten Halmahera Tengah memberikan interaksi yang dapat bersifat positif maupun negatif terhadap perikanan tangkap skala kecil. Produktivitas nelayan skala kecil semakin meningkat dengan adanya kebijakan pemerintah daerah yang telah mengaktifkan operasional cold strorge dan pabrik es. Kerjasama kemitraan antara UMKM perikanan dengan industri pertambangan dan hilirisasi nikel telah berdampak terhadap meningkatnya pasokan ikan hasil tangkapan nelayan skala kecil di Kabupaten Halmahera Tengah.
Status keberlanjutan perikanan tangkap skala kecil berada pada kategori “cukup baik”. Ketahanan sistem perikanan tangkap skala kecil khususnya target tangkap tuna dapat dipertahankan dan dikembangkan melalui interaksi seluruh komponen dimana kebijakan pemerintah daerah menjadi komponen dominan. Diharapkan status keberlanjutan perikanan tangkap skala kecil di Kabupaten Halmahera Tengah dapat ditingkatkan melalui penguatan atribut setiap komponen sistem perikanannya. Selain itu, pengembangan perikanan tangkap skala kecilnya diarahkan untuk dapat mendukung kebijakan hilirisasi industri pertambangan nikel di Kabupaten tersebut. Implikasi dari hasil penelitian merekomendasikan perlu membentuk co-management antara pemerintah daerah Kabupaten dengan nelayan dan pihak lain terkait, seperti Badan Usaha Milik Desa (BUMDes) atau koperasi nelayan, serta juga dengan asosiasi industri pertambangan nikel di Kabupaten Halmahera Tengah.
Kebijakan strategi atau langkah-langkah dalam pengelolaan perikanan tangkap yang dihasilkan dari pola pemanfaatan sumberdaya perikanan tangkap skala kecil di wilayah perairan Kabupaten Halmahera Tengah harus melalui pendekatan model konseptual untuk mengintegrasikan pengelolaan perikanan tangkap skala kecil dengan industri pertambangan dan hilirisasi nikel di Kabupaten Halmahera Tengah yang bersendikan pada kondisi sumberdaya serta sarana dan prasarana yang tersedia. Pendekatan model konseptual pembentukan sekretariat bersama pemantau lingkungan daerah aliran sungai (DAS) dan perairan pantai. Pendekatan model konseptual pengembangan usaha perikanan tangkap melalui restrukturisasi Perusahaan Daerah Fagogoru Maju Bersama. Central Halmahera Regency is mostly comprised of marine waters, with 73% of its area covering 6,104.65 km², rich in fishery resources such as tuna, skipjack, mackerel tuna, scad, mackerel, snapper, grouper, and others. The fishing industry in this regency is classified as small-scale fisheries, with vessels under (<5 gross tonnage). In addition to its rich marine resources, the land area of Central Halmahera Regency also holds significant mineral resources, including nickel, cobalt, and gold. Since 2021, the market distribution orientation of capture fisheries in Central Halmahera Regency has shifted from local and inter-island markets, which were non-continuous, to a continuous market to meet the consumption demand of mining company employees and the downstream nickel industry. The demand for fish supply continues to increase in line with the growing population and consumption needs of mining employees and the nickel industry. According to records, from January to September 2022, the fish supply from micro, small, and medium enterprises (MSMEs) in Weda to mining companies and the downstream nickel industry reached 100–150 tons per month. The 2023 policy of the Central Halmahera Regency government positions small-scale capture fisheries as a prime mover for economic growth and food security enhancement. This policy is implemented through the rapid revitalization of small-scale fisheries management systems, which includes providing fishing gear (<3 GT), deploying fish aggregating devices, activating cold storage facilities and ice factories, establishing fish markets, and expediting the distribution of fish catches to marketing centers. Furthermore, the policy aims to enhance fishermen's skills through training, provide access to social security benefits (BPJS) for workers, and foster partnerships with local MSMEs that supply fish to mining companies and nickel downstream industries. The local government policy of Central Halmahera Regency in 2023 designates small-scale capture fisheries as a prime mover of the economy and food security improvement. This policy is implemented through the acceleration of revitalizing small-scale fisheries management systems by providing fishing gear (<5 GT), fish aggregating devices (FADs), activating cold storage and ice factories, fish markets, and accelerating the distribution of fish catches to marketing centers. Additionally, the policy aims to improve fishermen's skills through training, facilitating social security programs (FSSP) for workers, and collaborating with local MSMEs that supply fish to mining companies and nickel downstream and mining industry. On the other hand, Central Halmahera Regency is also part of the national policy for the nickel downstreaming and mining products. The nickel downstreaming and mining industry activities, particularly vessels affiliated with the nickel industry operating at sea, have an impact on small-scale capture fisheries activities. These vessels include tugboats, barges, fuel tankers, veronickel export ships, and other types of cargo ships, which not only sail but also anchor for extended periods in Weda Bay and surrounding areas. The activities of these vessels pose several problems, including disruptions to fishing activities in fishing grounds and damage to FADs, resulting in the displacement of fishing grounds. The presence of ship lights and anchoring points is a concern for small-scale fishermen. This is because the lights from anchored vessels produce a glow that affects the presence of fish in fishing grounds. The light causes fish to scatter and become difficult to catch, directly disrupting the fishing activities of small-scale fishermen. Therefore, research is conducted on the Integration Model for Sustainable Small-Scale Capture Fisheries Management with the Nickel Downstreaming and Mining Industry in Central Halmahera Regency. The research was conducted in Central Halmahera Regency, North Maluku Province, which is geographically an archipelagic region located at 0°–45' N – 0°15' S and 127°45'–129°26' E. The research was carried out from May to August 2023. The approach used in this study is the descriptive method. The expected benefits of this research are: serving as a scientific reference for the local government to establish policies and strategies for small-scale capture fisheries management, assisting the government in accelerating poverty alleviation in coastal areas and small islands, and providing scientific information for further research in the field of small-scale capture fisheries management in Central Halmahera Regency. In general, this research aims to develop an Integrated Model for Sustainable Management of Small-Scale Capture Fisheries and Downstreaming and Nickel Mining Industry in Central Halmahera Regency, North Maluku Province. Specifically, the objectives of this research are: 1) To describe the characteristics of small-scale fisheries in Central Halmahera Regency, North Maluku Province; 2) To identify the interaction between small-scale fisheries and the downstream nickel industry in Central Halmahera Regency, North Maluku Province; 3) To determine the sustainability status of small-scale fisheries from the perspective of ecological, economic, social, technological, and institutional/legal dimensions in Central Halmahera Regency, North Maluku Province; and 4) To formulate a conceptual model for the integration of sustainable management of small-scale fisheries with the nickel mining and downstream industry in Central Halmahera Regency, North Maluku Province. The study on the performance of small-scale fisheries shows that fisheries in Central Halmahera Regency conform to the criteria of small-scale fisheries in terms of fishermen, fishing vessels, types of fishing gear, catches, processing, and marketing of catches. The availability of actual fish stock resources still has the potential to be utilized by fishermen to meet fish food needs sustainably in support of the downstream nickel mining policy in the region. The development of fishing businesses that aligns with the expectations of sustainable fisheries co-management can be achieved through strategies that foster small-scale fishermen cooperatives at the regency level in Central Halmahera. The fishing units used by fishermen consist of groups of unmotorized boats, outrigger boats, and are dominated by outboard motor boats made of fiberglass, and inboard motor boats made of wood. The activities of tugboats and barges transporting ore, as well as cargo ships carrying industrial needs for mining and downstream nickel entering and leaving the Halmahera Sea and Weda Bay, Central Halmahera, disrupt the fishing activities and fish aggregating devices (FADs) of small-scale fishermen in the fishing grounds. The presence of the mining and downstream nickel industry in Central Halmahera Regency has both positive and negative interactions with small-scale capture fisheries. The productivity of small-scale fishermen has increased due to the local government's policy of reactivating cold storage and ice factory operations. The partnership cooperation between fisheries MSMEs and the mining and downstream nickel industry has led to an increase in fish supply from small-scale fishermen in Central Halmahera Regency. The sustainability status of small-scale capture fisheries is categorized as “fairly good”. The resilience of the small-scale capture fisheries system, particularly for tuna targets, can be maintained and developed through the interaction of all components, with local government policies being the dominant component. It is expected that the sustainability status of small-scale capture fisheries in Central Halmahera can be improved by strengthening the attributes of each component of the fisheries system. Additionally, the development of small-scale capture fisheries is directed to support the downstream policy of the nickel mining industry in Central Halmahera Regency. The implications of the research results recommend the need to establish co-management between the local government and fishermen and other related parties, such as Village-Owned Enterprises (BUMDes) or fishermen cooperatives, as well as with nickel mining industry associations in Central Halmahera Regency. Policy strategies or measures in capture fisheries management in Central Halmahera Regency should be based on a conceptual model that integrates small-scale capture fisheries management with the mining industry, taking into account the available resources and infrastructure. This can be achieved through a conceptual model approach, such as establishing a joint secretariat for environmental monitoring in watersheds and coastal areas, or developing capture fisheries businesses through the restructuring of the Fagogoru Maju Bersama Regional Company. |
