Abstract: Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis kinerja skema Sertifikat Hasil Tangkapan Ikan (SHTI) dan menyusun rancangan skema berbasis teknologi untuk mengoptimalkan alur kerja penerbitan SHTI. Penelitian ini berdasarkan pada temuan beban kerja yang semakin berat bagi petugas SHTI, yang dapat menurunkan kualitas pelayanan. Tanpa adanya pembaruan sistem yang memadai, risiko penumpukan pekerjaan yang lebih besar akan terus meningkat. Data pada penelitian ini dikumpulkan melalui observasi langsung dan wawancara, kemudian menentukan jalur kritis dengan jaringan kerja menggunakan Critical Path Method (CPM) dan mengidentifikasi faktor penyebab terhambatnya penerbitan SHTI menggunakan diagram fishbone. Hasil penelitian menunjukkan bahwa proses penerbitan SHTI saat ini masih bersifat manual dan berpotensi terjadinya ketidakuratan data. Hambatan utama dalam proses penerbitan SHTI meliputi faktor tenaga kerja, metode, sarana, dan keuangan. Untuk mengatasi permasalahan tersebut, penelitian ini mengusulkan rancangan sistem penerbitan SHTI berbasis online yang terintegrasi dengan Integrasi DJPT. Sistem yang dirancang diharapkan dapat meningkatkan efisiensi, akurasi, dan transparasi dalam proses penerbitan SHTI. Kata kunci: efisiensi, integrasi data, rancangan sistem, SHTI
This study aims to identify and analyze the performance of the SHTI scheme and to develop a technology-based scheme design to optimize the SHTI. This research is based on the findings of an increasing workload for Catch Sertificates officers, which can reduce the quality of service. Without adequate system updates, the risk of a larger backlog of work will continue to increase. Data in this study was collected through direct observation and interviews, then determining the critical path with network diagram using the Critical Path Method (CPM) and identifying the factors causing delays in Catch Sertificates issuance using a fishbone diagram. The results of the study show that the current Catch Sertificates issuance process is still manual and has the potential for data inaccuracies. The main obstacles in the catch sertificates issuance process include factors of man, methods, facilities, and finances. To overcome these problems, this study proposes the design of an online-based Catch Sertificates issuance system integrated with the DJPT Integration. The designed system is expected to improve efficiency, accuracy, and transparency in the Catch Sertificates issuance process. Keywords: Catch certificates, data integration, efficiency, system design
