| Abstract: | Indonesia sebagai negara dengan populasi muslim terbesar di dunia memikul tanggung jawab besar dalam penyelenggaraan ibadah haji, termasuk pengelolaan Dana Haji yang terakumulasi sangat besar akibat panjangnya masa tunggu. Hingga akhir tahun 2023, lebih dari lima juta calon jamaah telah terdaftar dengan masa tunggu hingga 47 tahun, sehingga dana setoran awal jamaah menjadi dana publik keagamaan yang harus dikelola secara optimal, transparan, akuntabel, dan sesuai prinsip syariah. Untuk menjalankan amanah tersebut, Pemerintah membentuk Badan Pengelola Keuangan Haji (BPKH) berdasarkan Undang-Undang Nomor 34 Tahun 2014 sebagai lembaga yang mandiri dan profesional.
Per akhir 2023, dana kelolaan BPKH mencapai lebih dari Rp166 triliun. Namun, sekitar 90% dari total portofolio ditempatkan pada Surat Berharga Syariah Negara (SBSN). Meskipun aman dan sesuai syariah, konsentrasi yang terlalu besar pada satu instrumen membatasi ruang optimalisasi hasil investasi dan berpotensi menimbulkan risiko konsentrasi jangka panjang. Dibandingkan dengan Lembaga Tabung Haji Malaysia dan sejumlah pengelola dana publik, BPKH masih memiliki ruang perbaikan dalam diversifikasi investasi, penguatan tata kelola risiko, serta harmonisasi kelembagaan dalam ekosistem penyelenggaraan haji.
Penelitian ini bertujuan merancang model pengelolaan Dana Haji yang bersifat holistik, sistemik, dan berkelanjutan. Untuk itu, penelitian menggunakan Soft System Methodology (SSM) untuk memetakan kompleksitas sistem dan membangun pemahaman bersama antar pemangku kepentingan. Value Chain Analysis (VCA) digunakan untuk menelaah alur proses utama dan pendukung dalam pengelolaan Dana Haji dan mengidentifikasi aktivitas yang memberikan nilai tambah serta area yang memerlukan penguatan. Regulatory Impact Analysis (RIA) digunakan untuk mengevaluasi efektivitas kerangka regulasi dalam mendukung keberlanjutan biaya penyelenggaraan ibadah haji. Selain itu, Analytic Hierarchy Process (AHP) digunakan untuk menetapkan prioritas strategi secara terukur.
Hasil penelitian menunjukkan bahwa pengelolaan dana yang bersifat terlalu konservatif tanpa kerangka controllable risk berpotensi menghambat pertumbuhan nilai manfaat Dana Haji di masa mendatang. Oleh karena itu, diversifikasi portofolio investasi syariah secara bertahap pada instrumen syariah produktif perlu dilakukan, baik dalam sektor keuangan maupun sektor riil halal, dengan tetap menjaga prinsip kehati-hatian dan kepatuhan syariah. Selain itu, pembentukan Dana Cadangan Strategis sangat penting untuk menjaga stabilitas keberlanjutan pembiayaan haji dalam menghadapi volatilitas ekonomi dan dinamika kebijakan. Penguatan tata kelola dan koordinasi antara BPKH, regulator, dan mitra strategis diperlukan agar pelaksanaan strategi berjalan konsisten, terukur, dan akuntabel.
Dengan demikian, penelitian ini menegaskan bahwa pengelolaan Dana Haji bukan sekadar aktivitas teknis dalam manajemen keuangan, melainkan amanah publik yang mengandung nilai tanggung jawab antar-generasi, keadilan, dan kepatuhan syariah. Model strategis yang dirumuskan dalam penelitian ini memperkuat posisi BPKH sebagai lembaga pengelola dana umat yang profesional, transparan, dan visioner, sehingga keberlanjutan penyelenggaraan ibadah haji dapat terjaga di masa mendatang. Indonesia, as the country with the world’s largest Muslim population, bears significant responsibility in administering the Hajj pilgrimage, including the management of Hajj funds that accumulate due to long waiting periods. By the end of 2023, more than five million prospective pilgrims were registered, with waiting times reaching up to 47 years in several provinces. The initial deposits paid by pilgrims thus form a substantial pool of religious public funds that must be managed optimally, transparently, accountably, and in accordance with sharia principles to ensure sustainable benefits for pilgrims and the broader Muslim community. To carry out this mandate, the Government of Indonesia established the Hajj Financial Management Agency (BPKH) under Law No. 34 of 2014 as an independent and professional institution. As of the end of 2023, BPKH managed assets exceeding IDR 166 trillion. However, approximately 90% of its investment portfolio was placed in Sovereign Sharia Securities (SBSN). While SBSN is relatively safe and sharia-compliant, excessive reliance on a single instrument limits opportunities for optimizing investment returns and introduces long-term concentration risk. When compared with institutions such as Lembaga Tabung Haji Malaysia and other national public investment entities, BPKH still has room to strengthen diversification strategies, risk governance, and institutional coordination within the broader Hajj management ecosystem. This research aims to design a holistic, systemic, and sustainable model for Hajj fund management that strengthens BPKH’s role in ensuring the continuous preservation of Hajj fund value. The study applies Soft System Methodology (SSM) to map systemic complexity and develop a shared understanding among stakeholders. Value Chain Analysis (VCA) is used to analyze BPKH’s core and supporting processes to identify value-added activities and areas requiring improvement. Regulatory Impact Analysis (RIA) evaluates the effectiveness of the existing regulatory framework in supporting sustainable Hajj cost financing. In addition, the Analytic Hierarchy Process (AHP) is employed to prioritize strategic policy options in a structured and objective manner. The findings indicate that an overly conservative investment approach without a controllable risk framework may hinder the growth of investment returns needed to maintain the affordability of Hajj costs. Therefore, a gradual and well-structured diversification of sharia-compliant investments—in both the financial sector and the halal real sector—is essential to enhance portfolio resilience. The establishment of a Strategic Reserve Fund is also necessary to stabilize the long-term sustainability of Hajj financing amid economic fluctuations and policy changes. Strengthening coordination between BPKH, regulatory authorities, and strategic partners is required to ensure that policy implementation is consistent, measurable, and accountable. In conclusion, the management of Hajj funds is not merely a technical financial practice but a public trust that embodies sharia compliance, intergenerational responsibility, and social justice. The strategic model proposed in this research reinforces BPKH’s position as a professional, transparent, and forward-looking custodian of public religious funds, ensuring the sustainability of Hajj administration for future generations. |
