dc.description.abstractBUMN memiliki peran strategis dalam mendorong pertumbuhan ekonomi, menyediakan barang dan jasa terjangkau, serta menciptakan kesejahteraan masyarakat. Keselarasan antara kepentingan pemerintah sebagai pemilik dan manajemen sebagai pengelola diarahkan untuk memastikan kontribusi BUMN dalam pembangunan nasional. BUMN terbagi dalam 12 klaster untuk menciptakan sinergi dan efisiensi, salah satunya yaitu klaster jasa infrastruktur yang berperan strategis dalam pembangunan nasional. Penelitian ini bertujuan merumuskan strategi berbasis sumber daya (resources-based view/RBV) pada emiten infrastruktur BUMN untuk memperkuat daya saing dan ketahanan terhadap dinamika bisnis. Pendekatan RBV digunakan untuk mengidentifikasi dan menganalisis sumber daya serta kapabilitas strategis sebagai dasar keunggulan kompetitif. Fokus penelitian mencakup tiga BUMN berstatus perusahaan terbuka (Tbk) dalam klaster jasa infrastruktur yang mewakili subsektor konstruksi dan material. Analisis dilakukan secara deskriptif dengan pendekatan RBV, menggunakan VRIO, IFAS, PESTEL, Porter’s Six Forces, EFAS, SFAS, IE, dan SWOT. Selain itu, metode AHP digunakan untuk menentukan prioritas dan bobot sumber daya serta kapabilitas melalui analisis perbandingan berpasangan. Hasil penelitian menunjukkan bahwa strategi berbasis RBV mencakup dua arah kebijakan utama, yaitu penetrasi pasar dan pengembangan produk. Strategi penetrasi pasar diarahkan untuk meningkatkan efisiensi, memperluas basis pasar, dan memperkuat kolaborasi strategis, sedangkan pengembangan produk berfokus pada inovasi infrastruktur hijau, transformasi digital, dan penguatan rantai pasok berbasis TKDN. Strategi ini memanfaatkan sumber daya dan kapabilitas yang memenuhi kriteria VRIO sehingga mampu menciptakan keunggulan kompetitif berkelanjutan dan mendukung transformasi emiten infrastruktur BUMN menuju daya saing jangka panjang. State-owned enterprises (SOEs) play a strategic role in driving economic growth, providing affordable goods and services, and creating public welfare. The alignment between the interests of the government as owner and management as administrator is aimed at ensuring the contribution of SOEs to national development. SOEs are divided into 12 clusters to create synergy and efficiency, one of which is the infrastructure services cluster, which plays a strategic role in national development. This study aims to formulate a resource-based view (RBV) strategy for SOE infrastructure issuers to strengthen their competitiveness and resilience to business dynamics. The RBV approach is used to identify and analyze resources and strategic capabilities as the basis for competitive advantage. The research focuses on three publicly listed SOEs (Tbk) in the infrastructure services cluster representing the construction and materials subsectors. The analysis was conducted descriptively using the RBV approach, employing VRIO, IFAS, PESTEL, Porter's Six Forces, EFAS, SFAS, IE, and SWOT. In addition, the AHP method was used to determine the priorities and weights of resources and capabilities through pairwise comparison analysis. The results of the study show that RBV-based strategies encompass two main policy directions, namely market penetration and product development. The market penetration strategy is aimed at improving efficiency, expanding the market base, and strengthening strategic collaboration, while product development focuses on green infrastructure innovation, digital transformation, and strengthening the TKDN-based supply chain. This strategy utilizes resources and capabilities that meet VRIO criteria, thereby creating sustainable competitive advantages and supporting the transformation of state-owned infrastructure issuers towards long-term competitiveness.-
