Peran Scriptwriter dalam Merancang Narasi Iklan Layanan Masyarakat di BP2TL Jakarta

Abstract

Era digital yang serba cepat dan visual, penyampaian pesan sosial oleh institusi publik memerlukan strategi komunikasi yang tepat sasaran dan menyentuh. Iklan Layanan Masyarakat (ILM) hadir sebagai salah satu media yang efektif untuk mendidik dan memengaruhi masyarakat terhadap isu-isu penting, seperti keselamatan dan kesehatan. Namun, keberhasilan ILM sangat ditentukan oleh narasi yang dibangun, bukan semata oleh visual atau teknologi. Dalam konteks ini, peran scriptwriter menjadi sangat vital karena mereka bertugas membentuk struktur cerita, merancang pesan, dan menjembatani komunikasi antara institusi dan masyarakat. Proyek ini bertujuan untuk mengeksplorasi dan menganalisis peran scriptwriter dalam proses perancangan narasi ILM di Balai Pendidikan dan Pelatihan Transportasi Laut (BP2TL) Jakarta. Tujuan utamanya adalah untuk mengidentifikasi tahapan-tahapan kerja scriptwriter, memahami strategi naratif yang digunakan, serta mengevaluasi kontribusi narasi terhadap efektivitas penyampaian pesan sosial melalui video ILM. Metode yang digunakan dalam proyek ini bersifat kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui observasi langsung, wawancara dengan pihak internal BP2TL, dokumentasi kegiatan, serta studi pustaka. Penulis juga terlibat secara aktif sebagai scriptwriter dalam keseluruhan proses produksi ILM. Hasil proyek menunjukkan bahwa narasi dalam ILM memiliki peran sentral dalam menyampaikan pesan sosial secara efektif. Proses penulisan naskah, scriptwriter menghadapi tantangan untuk menyederhanakan informasi teknis menjadi cerita yang relevan dan mudah dipahami. Narasi dibangun melalui pendekatan storytelling, dengan mengedepankan pengalaman nyata dan kedekatan emosional. Keseluruhan proyek ini membuktikan bahwa scriptwriter memiliki peran penting dalam produksi ILM. Mereka bukan hanya sebagai penulis naskah, tetapi juga sebagai pengarah komunikasi dan penjaga makna pesan. Keterlibatan scriptwriter dalam setiap tahap produksi memungkinkan terciptanya narasi yang utuh, bermakna, dan sesuai dengan karakteristik yang ingin disampaikan. Dengan demikian, scriptwriter memiliki peran strategis dalam membentuk kampanye komunikasi publik yang tidak hanya menarik, tetapi juga berdampak nyata dalam membangun kesadaran dan perubahan perilaku masyarakat.

In this fast-paced and visual digital era, the delivery of social messages by public institutions requires targeted and engaging communication strategies. Public Service Announcements (PSAs) are an effective medium for educating and influencing the public on important issues, such as safety and health. However, the success of a PSA is largely determined by the narrative it constructs, not solely by visuals or technology. In this context, the role of scriptwriters is vital, as they are tasked with structuring the story, designing the message, and bridging communication between institutions and the public. This project aims to explore and analyze the role of scriptwriters in the narrative design process for PSA videos at the Jakarta Maritime Transportation Education and Training Center (BP2TL). The main objectives are to identify the stages of a scriptwriter's work, understand the narrative strategies used, and evaluate the narrative's contribution to the effectiveness of conveying social messages through PSA videos. The method used in this project is qualitative with a case study approach. Data collection was conducted through direct observation, interviews with internal BP2TL personnel, activity documentation, and literature review. The writer was also actively involved as a scriptwriter throughout the entire PV production process. The project results demonstrate that narrative in PV plays a central role in effectively conveying social messages. During the scriptwriting process, the scriptwriter faced the challenge of simplifying technical information into a relevant and understandable story. The narrative was constructed through a storytelling approach, emphasizing real-life experiences and emotional connection. This entire project demonstrates the crucial role of scriptwriters in PV production. They serve not only as scriptwriters but also as communication directors and maintainers of the message's meaning. The scriptwriter's involvement in every stage of production allows for the creation of a narrative that is comprehensive, meaningful, and in keeping with the intended message. Therefore, the scriptwriter plays a strategic role in shaping public communication campaigns that are not only engaging but also have a real impact in building public awareness and changing behavior.
