Abstract: Pembenihan ikan merupakan tahapan krusial dalam budidaya perikanan yang menuntut ketersediaan benih bermutu tinggi secara berkelanjutan. Penelitian ini bertujuan untuk melakukan pembinaan terhadap Unit Pembenihan Rakyat (UPR) di Kabupaten Bogor guna meningkatkan pemahaman dan penerapan prinsip CPIB serta membantu proses sertifikasinya. Metode yang digunakan observasi, wawancara, dan studi dokumentasi pada 10 UPR. Hasil pembinaan menunjukkan bahwa seluruh unit berhasil memenuhi persyaratan dokumentasi dan memperoleh sertifikasi CPIB. Namun, kelemahan masih ditemukan pada aspek biosekuriti dan sanitasi lingkungan yang belum dilaksanakan optimal. Analisis SWOT (strengths weaknesses, opportunities, threats) dan QSPM (Quantitative Strategic Planning Matrix) mengidentifikasi bahwa strategi prioritas adalah pelibatan generasi muda melalui pembinaan praktis dan peluang usaha nyata. Berdasarkan hasil pengamatan dapat disimpulkan bahwa pembinaan CPIB efektif dalam meningkatkan standar produksi dan daya saing UPR, meskipun dibutuhkan pelatihan lanjutan serta dukungan infrastruktur dan kemitraan lintas sektor untuk menjamin keberlanjutan CPIB dimasa depan.
Fish hatchery is a crucial stage in aquaculture, requiring the continuous availability of high-quality seeds. This study aimed to provide guidance to Community Hatchery Units (UPR) in Bogor Regency to improve their understanding and application of CPIB principles and assist in their certification process. The methods used were observation, interviews, and documentation studies at 10 UPRs. The guidance results indicated that all units successfully met documentation requirements and obtained CPIB certification. However, weaknesses remained in biosecurity and environmental sanitation, which were not yet optimally implemented. A SWOT (strengths, weaknesses, opportunities, and threats) analysis and QSPM (Quantitative Strategic Planning Matrix) identified that the priority strategy was engaging the younger generation through practical guidance and real business opportunities. Based on the observations, it can be concluded that CPIB guidance is effective in improving production standards and UPR competitiveness, although further training, infrastructure support, and cross sector partnerships are needed to ensure the future sustainability of CPIB.
