| Abstract: | Penjadwalan tenaga medis di Instalasi Gawat Darurat (IGD) merupakan tantangan penting dalam pengelolaan rumah sakit karena harus mempertimbangkan keseimbangan beban kerja, keterbatasan jumlah tenaga medis, dan peraturan jam kerja. RSUD X sebagai rumah sakit rujukan di Kabupaten Bogor menghadapi permasalahan dalam menyusun jadwal yang efisien dan merata untuk dokter dan perawat. Penelitian ini bertujuan memodelkan masalah penjadwalan tenaga medis di IGD ke dalam bentuk Integer Linear Programming (ILP) serta mengimplementasikannya dalam bentuk sistem penjadwalan yang optimal. Model disusun berdasarkan pembagian shift dan area tugas, dengan mempertimbangkan batasan jumlah jam kerja, rotasi area, dan kebijakan internal rumah sakit. Model diimplementasikan dalam dua bagian yaitu penjadwalan dokter dan penjadwalan perawat. Hasil optimasi menunjukkan bahwa model mampu menghasilkan jadwal tenaga medis yang seimbang dan efisien serta dapat meminimumkan total biaya upah yang dikeluarkan rumah sakit. Pendekatan ILP memberikan solusi yang sistematis dan akurat dibandingkan dengan penyusunan jadwal manual. The scheduling of medical personnel in the Emergency Department (ED) is a significant challenge in hospital management due to the need to balance workload, limited staff availability, and working hour regulations. RSUD X, a referral hospital in Bogor Regency, faces scheduling issues to distribute shifts fairly and efficiently among doctors and nurses. This study aims to model the medical personnel scheduling problem using Integer Linear Programming (ILP) and implement an optimal scheduling system. The model considers shift divisions, area rotations, working hour constraints, and hospital policies. It is divided into two sub-models: doctor scheduling and nurse scheduling. The results show that the model can generate balanced and efficient schedules while minimizing the total personnel cost. ILP provides a systematic and accurate approach compared to manual scheduling methods. |
