| Abstract: | PPL Shorebase Tanjung Batu (PSTB) adalah fasilitas penunjang industri migas di Balikpapan yang aktivitas operasionalnya, terutama dari kapal dan alat berat, menghasilkan emisi gas rumah kaca yang signifikan. Penelitian ini bertujuan untuk mengestimasi jejak karbon perusahaan, menganalisis biaya mitigasi melalui restorasi Ruang Terbuka Hijau (RTH) dan pembelian carbon offset, serta menghitung potensi kewajiban pajak karbon. Metode yang digunakan meliputi pendekatan Tier-1 IPCC untuk estimasi emisi, Metode Biaya Pengganti dan analisis pasar untuk biaya mitigasi, serta analisis skenario cap-and-tax untuk pajak karbon. Hasil penelitian menunjukkan total emisi pada tahun 2024 mencapai 1.435,45 ton CO2. Untuk menetralkan emisi tersebut, dibutuhkan investasi restorasi RTH sekitar Rp18,01 Miliar, atau opsi pembelian carbon offset dengan biaya Rp24.109.284 pada skenario terketat. Kapasitas serap RTH eksisting yang berfungsi sebagai baseline adalah sebesar 575,75 ton CO2/tahun. Pada skenario kebijakan terketat yang sama, potensi pajak karbon diestimasi sebesar Rp12.919.200, nilai yang lebih rendah dibandingkan opsi carbon offset. Disimpulkan bahwa membayar pajak karbon menjadi opsi kepatuhan jangka pendek yang paling efisien secara biaya. Namun, strategi jangka panjang yang berkelanjutan harus memprioritaskan pengurangan emisi pada sumber utamanya (kapal dan alat berat) serta melestarikan aset RTH yang ada. PPL Shorebase Tanjung Batu (PSTB) is a support facility for the oil and gas industry in Balikpapan whose operational activities, particularly from vessels and heavy equipment, generate significant greenhouse gas emissions. This research aims to estimate the company's carbon footprint, analyze mitigation costs through Green Open Space (RTH) restoration and carbon offset purchases, and calculate potential carbon tax liabilities. The methods employed include the IPCC Tier-1 approach for emission estimation, the Replacement Cost Method and market analysis for mitigation costs, and a cap-and-tax scenario analysis for the carbon tax. The results show that total emissions in 2024 amounted to 1,435.45 tons of CO2. To neutralize these emissions, an RTH restoration investment of approximately IDR 18.01 billion is required, or a carbon offset option costing IDR 24,109,284 under the strictest scenario. The absorption capacity of the existing RTH, which serves as a baseline, is 575.75 tons of CO2/year. Under the same strictest policy scenario, the potential carbon tax is estimated at IDR 12,919,200, a value lower than the carbon offset option. It is concluded that paying the carbon tax is the most cost-effective short-term compliance option. However, a sustainable long-term strategy must prioritize emission reduction at its main sources (vessels and heavy equipment) and preserve existing RTH assets. |
