Abstract: Dinamika regulasi mengakibatkan berkurangnya sebagian wilayah hutan yang dikelola Perum Perhutani untuk kegiatan produksi kayu. Perpres Nomor 60 Tahun 2020 tentang Rencana Tata Ruang Kawasan Perkotaan Jakarta, Bogor, Depok, Tangerang, Bekasi, Puncak, dan Cianjur (Jabodetabekpunjur), berdampak langsung pada pengelolaan hutan di Bagian Kesatuan Pemangku Hutan (BKPH) Cianjur. Perpres ini mengakibatkan hilangnya akses pemanfaatan kayu pada kawasan hutan yang dikelola BKPH Cianjur seluas 1.751,02 hektar. Pembatasan pemanfaatan ini mengakibatkan perubahan pada kegiatan bisnis BKPH Cianjur dalam memperoleh pendapatan. Oleh karena itu, penilaian dan komersialisasi jasa ekosistem hutan melalui penyelenggaraan Nilai Ekonomi Karbon (NEK) menjadi salah satu upaya untuk memberikan kompensasi hilangnya nilai ekonomi hutan. Tujuan dari penelitian ini adalah untuk mengestimasi hilangnya pendapatan, mengestimasi nilai ekonomi serapan karbon, serta menganalisis kesesuaian mekanisme penyelenggaraan NEK terhadap karakteristik dan kondisi pengelolaan kawasan hutan di lokasi penelitian. Metode yang digunakan meliputi analisis pendapatan, benefit transfer, dan analisis deskriptif kualitatif. Hasil penelitian menunjukkan bahwa: (1) nilai kehilangan pendapatan akibat dilarangnya aktivitas penebangan kayu di lokasi penelitian sebesar Rp34.052.483.558,40; (2) estimasi nilai ekonomi serapan karbon di lokasi penelitian mencapai Rp17.911.353.069,63; (3) mekanisme penyelenggaraan NEK yang relevan untuk dilakukan yaitu perdagangan karbon melalui skema offset pada pasar karbon sukarela.
Regulatory dynamics have led to a reduction in the forest area managed by Perum Perhutani for timber production activities. Presidential Regulation (Perpres) Number 60 of 2020 concerning the Spatial Plan of the Jakarta, Bogor, Depok, Tangerang, Bekasi, Puncak, and Cianjur (Jabodetabekpunjur) Urban Area has directly affected forest management in BKPH Cianjur. This regulation has resulted in the loss of timber utilization rights over 1.751,02 hectares of forest area managed by BKPH Cianjur. The restriction on timber utilization has led to changes in BKPH Cianjur’s business activities and revenue streams. Therefore, the valuation and commercialization of forest environmental services through the implementation of the Carbon Pricing (Nilai Ekonomi Karbon) mechanism has become one of the potential efforts to compensate for the loss of forest economic value. This study aims to estimate the lost revenue, assess the economic value of carbon sequestration, and analyze the suitability of Carbon Pricing implementation mechanisms with the characteristics and management conditions of the forest area in the study site. The methods used include income analysis, benefit transfer, and qualitative descriptive analysis. The research results show that: (1) the estimated loss of income due to the prohibition of timber harvesting in the study area is IDR34.052.483.558,40; (2) the estimated economic value of carbon sequestration is IDR17.911.353.069,63; and (3) the potential mechanism for implementing the Carbon Pricing (NEK) is carbon trading through an offset scheme in the voluntary carbon market.
