Abstract: Kebutuhan listrik nasional diperkirakan meningkat sebesar 9,8 persen per tahun selama periode 2008-2030. Pemerintah dalam upaya melakukan pemerataan akses listrik di Indonesia bekerja sama dengan PT PLN membangun sarana transmisi listrik melalui Proyek Strategis Nasional. Sebanyak 49 menara akan dibangun melewati Taman Nasional Baluran (TNB) dalam pembangunan menara Saluran Udara Tegangan Ekstra Tinggi (SUTET) 500 kV Paiton- Watudodol/Kalipuro dengan tujuan pemerataan listrik di pulau Jawa-Bali. Penebangan pohon dalam rangka pembangunan direncanakan di dalam kawasan taman nasional. Tujuan penelitian ini adalah untuk mengidentifikasi jasa ekosistem yang terdampak, mengestimasi nilai ekonomi guna tidak langsung, dan menganalisis alternatif pemanfaatan kayu pasca pembangunan tersebut. Metode yang digunakan adalah analisis deskriptif, benefit transfer, dan normative legal research. Hasil dalam penelitian ini menunjukkan bahwa: (1) pembangunan menara SUTET di TNB berdampak terhadap empat jasa ekosistem yaitu penyediaan, pengaturan, habitat, serta kultural dan amenitas; (2) estimasi nilai ekonomi guna tidak langsung berupa serapan karbon dan resapan air akibat penebangan pohon sebesar Rp1.045.580.036,41 per tahun; (3) berdasarkan kajian normatifnya, terdapat empat alternatif pemanfaatan kayu pasca penebangan pohon yaitu kayu tidak dimanfaatkan atau dimusnahkan di dalam kawasan, kayu diserahkan ke negara menjadi Barang Milik Negara, pemanfaatan kayu untuk kegiatan konservasi di dalam kawasan, dan pemanfaatan kayu terbatas oleh masyarakat lokal.
National electricity demand is estimated to increase by 9.8 percent per year during the period 2008-2030. The government to equalize access to electricity in Indonesia in collaboration with PT PLN is building electricity transmission facilities through the National Strategic Project. A total of 49 towers will be built through Baluran National Park (TNB) in the construction of the 500 kV Paiton- Watudodol/Kalipuro Extra High Voltage Air Line (SUTET) tower with the aim of equalizing electricity on the Java-Bali Island. Tree felling for the construction is planned within the national park area. The objectives of this study were to identify affected ecosystem services, estimate the economic value of indirect use, and analyze alternative wood utilization after the development. The methods used are descriptive analysis, benefit transfer, and normative legal research. The results in this study show that: (1) the construction of SUTET towers in TNB has an impact on four ecosystem services, namely provision, regulation, habitat, and culture and amenity; (2) the estimated economic value of indirect use in the form of carbon sequestration and water absorption due to tree felling is Rp1.045.580.036,41 per year; (3) based on the normative study, there are four alternatives for wood utilization after tree felling, namely wood is not utilized or destroyed in the area, wood is handed over to the state to become State Property, wood utilization for conservation activities in the area, and limited wood utilization by local communities.
