dc.description.abstractUndang-Undang Nomor 23 Tahun 2011 tentang Pengelolaan Zakat disahkan untuk memperbaiki tata kelola zakat nasional, tetapi efektivitasnya masih dipertanyakan setelah lebih dari sepuluh tahun. Penelitian ini bertujuan menilai pencapaian Undang-Undang Pengelolaan Zakat serta merumuskan strategi perbaikan dengan Analytic Network Process–SWOT. Data primer dikumpulkan lewat pengisian kuesioner oleh tujuh key person yang mewakili BAZNAS, LAZ, Kementerian Agama, serta akademisi, sedangkan data sekunder diperoleh dari studi literatur dan laporan kinerja zakat nasional. Hasilnya menunjukkan bahwa digitalisasi pengelolaan sistem zakat BAZNAS dan LAZ merupakan kekuatan utama. Kelemahan terpenting adalah ketidakmerataan standar tata kelola di tingkat daerah. Peluang terbesar yaitu Undang-Undang Nomor 23 Tahun 2011 berhasil menciptakan sistem pengelolaan zakat nasional yang lebih transparan dan akuntabel, sedangkan ancaman utama berupa maraknya lembaga zakat tidak resmi. Strategi prioritas adalah penguatan regulasi serta pengawasan oleh Kementerian Agama melalui peningkatan integrasi pelaporan dan penegakan sanksi. Temuan ini memberikan dasar empiris bagi pembuat kebijakan untuk memperkuat kebijakan yang lebih mendukung pengembangan sistem perzakatan dan mensinergikan program BAZNAS-LAZ guna memaksimalkan kontribusi zakat pada pengentasan kemiskinan.-
dc.description.abstractLaw number 23/2011 on Zakat Management was passed to improve national zakat governance, but its effectiveness is still questionable after more than ten years. This study aims to assess the achievement of Zakat Management Law and formulate improvement strategy using Analytic Network Process-SWOT. Primary data was collected through questionnaire filling by seven key persons representing BAZNAS, LAZ, Ministry of Religious Affairs, and academics, while secondary data was obtained from literature study and national zakat performance report. The result shows that digitalization of BAZNAS and LAZ zakat system management is the main strength. The most important weakness is the unevenness of governance standards at the regional level. The biggest opportunity is Law number 23/2011 succeeded in creating a more transparent and accountable national zakat management system, while the main threat is the rise of unofficial zakat institutions. The priority strategy is the strengthening of regulation and supervision by the Ministry of Religious Affairs through increased integration of reporting and enforcement of sanctions. These findings provide an empirical basis for policy makers to strengthen policies that better support the development of the zakat system and synergize BAZNAS-LAZ programs to maximize the contribution of zakat to poverty alleviation.-
