Abstract: Wakaf produktif merupakan instrumen keuangan sosial Islam, berpotensi signifikan dalam memperkuat sektor pertanian, khususnya melalui pemanfaatan limbah tongkol jagung sebagai sumber ekonomi baru. Namun, dalam produksi tongkol jagung terdapat tantangan dihadapi petani dalam pengelolaan yaitu, keterbatasan peralatan pertanian, tingginya biaya sewa lahan dan peralatan serta masih minimnya penerapan teknologi pertanian. Maka upaya penyelesaian dari permasalahan tersebut, diperlukan integrasi wakaf dalam sektor pertanian. Penelitian ini bertujuan menyusun strategi alternatif pemanfaatan tongkol jagung dalam circular economy menggunakan instrumen wakaf produktif. Metode yang digunakan adalah Analytical Network Process (ANP) untuk menentukan prioritas strategi, serta teori Innovation Diffusion digunakan untuk menganalisis faktorfaktor yang mempengaruhi adopsi inovasi. Hasil penelitian menunjukkan bahwa visibility menjadi aspek prioritas dalam pertimbangan perumusan strategi wakaf produktif dalam pemanfaatan tongkol jagung. Aspek visibility paling prioritas adalah pelatihan teknologi pengolahan tongkol jagung yang tersedia dapat meningkatkan pemahaman petani. Aspek compatibility paling prioritas adalah pemanfaatan tongkol jagung dapat menciptakan peluang edukasi dan inovasi bagi pesantren dan masyarakat lokal. Aspek result demonstrability paling prioritas adalah pemanfaatan tongkol jagung telah terbukti membantu mengurangi limbah pertanian. Aspek voluntariness paling prioritas adalah kesadaran masyarakat terhadap prinsip lingkungan seperti zero waste dan clean energy mempengaruhi keterlibatan dalam program ini. Strategi prioritas adalah peningkatkan akses petani terhadap peralatan pertaniaan melalui dana wakaf sebagai sumber pembiayaan.
Productive waqf is an Islamic social finance instrument with significant potential to strengthen the agricultural sector, particularly through the utilization of corncob waste as a new economic resource. However, farmers face challenges in corncob production, including limited agricultural equipment, high land and equipment rental costs, and the limited application of agricultural technology. To address these challenges, waqf integration within the agricultural sector is necessary. This study aims to develop alternative strategies for utilizing corncobs in a circular economy using productive waqf instruments. The Analytical Network Process (ANP) method was used to determine strategic priorities, and Innovation Diffusion theory was used to analyze factors influencing innovation adoption. The results showed that visibility was a priority aspect in considering the formulation of productive waqf strategies for utilizing corncobs. The most prioritized aspect of visibility was that available training on corncob processing technology could improve farmers' understanding. The most prioritized aspect of compatibility was that corncob utilization could create educational and innovation opportunities for Islamic boarding schools (pesantren) and local communities. The most prioritized aspect of result demonstrability was that corncob utilization has been proven to help reduce agricultural waste. The most prioritized aspect of voluntariness is public awareness of environmental principles such as zero waste and clean energy, which influences participation in this program. A priority strategy is increasing farmers' access to agricultural equipment through waqf funds as a source of financing.
