| Abstract: | Sistem rantai nilai merupakan kerangka analisis untuk memahami
bagaimana nilai diciptakan, ditambahkan, dan disampaikan kepada konsumen
melalui serangkaian aktivitas yang terintegrasi. Penelitian ini bertujuan untuk
mengidentifikasi pelaku dalam rantai nilai ikan tongkol, menganalisis alur
distribusi dan mekanisme penciptaan nilai tambah, serta merumuskan strategi
peningkatan efisiensi dan keberlanjutan rantai pasok di Pelabuhan Perikanan
Nusantara (PPN) Muara Angke. Metode yang digunakan adalah pendekatan
kualitatif dan kuantitatif melalui observasi lapangan, wawancara, dan analisis
SWOT. Hasil penelitian menunjukkan bahwa pelaku utama terdiri dari nelayan,
pengumpul, perusahaan, bakul besar, bakul kecil (pengecer), dan pengolah ikan.
Penciptaan nilai tambah terjadi melalui aktivitas pengolahan, pengemasan,
penyimpanan, dan akses pasar yang lebih luas, terutama pada sektor industri
pengolahan dan ekspor yang menghasilkan margin keuntungan tertinggi.
Sebaliknya, nelayan sebagai pelaku hulu memperoleh nilai tambah paling kecil
karena keterbatasan fasilitas dan posisi tawar. Analisis SWOT mengungkap
kekuatan berupa pengalaman nelayan dan jaringan distribusi, serta kelemahan
seperti kurangnya cold storage dan modal. Peluang terdapat pada tingginya
permintaan pasar, sedangkan ancaman berasal dari cuaca buruk dan fluktuasi
harga BBM. Rekomendasi strategis meliputi peningkatan kapasitas penyimpanan,
pelatihan penanganan hasil tangkap, penguatan kelembagaan pelaku usaha, dan
digitalisasi pemasaran untuk meningkatkan nilai tambah secara merata di seluruh
rantai nilai.
Kata kunci: ikan tongkol, nilai tambah, PPN Muara Angke, rantai nilai, SWOT The value chain system is an analytical framework used to understand how value is created, added, and delivered to consumers through a series of integrated activities. This study aims to identify the actors involved in the skipjack tuna value chain, analyze the distribution flow and mechanisms of value creation, and formulate strategies to improve supply chain efficiency and sustainability at Pelabuhan Perikanan Nusantara (PPN) Muara Angke. The research employed qualitative and quantitative approaches through field observations, interviews, and SWOT analysis. The findings show that the main actors consist of fishermen, collectors, companies, large traders, small retailers, and fish processors. Value addition occurs through processing, packaging, storage, and broader market access, especially in the processing and export sectors, which yield the highest profit margins. In contrast, fishermen as upstream actors receive the smallest value-added due to limited facilities and weak bargaining positions. The SWOT analysis reveals strengths such as fishermen’s experience and broad distribution networks, and weaknesses such as limited cold storage and capital. Opportunities lie in high market demand, while threats stem from adverse weather conditions and fluctuating fuel prices. Strategic recommendations include enhancing storage capacity, training in post-harvest handling, strengthening business institutions, and digitalizing marketing to evenly improve value-added across the entire value chain.
