One method of preserving coastal resources, especially for scuba diving, is marine ecotourism. Based on the Tourist Suitability Index, this study aims to plan the development of marine ecotourism in the diving category in Teluk Bakau Village, Bintan Regency. In accordance with the criteria set by the Ministry of Maritime Affairs and Fisheries, data was collected through quantitative descriptive field surveys that included the suitability characteristics of diving tourists. Based on the results of the study, most of the underwater areas of Mangrove Bay are categorized as very suitable (S1) or suitable (S2) for scuba diving, thanks to the richness of living coral reefs and good visibility. Locations that have a high level of suitability are proposed as priority zones for ecotourism-based diving tourism. Ecotourism planning is carried out with a SWOT approach by considering aspects of conservation, education, and empowerment of local communities. With its potential, Teluk Bakau Village has a great opportunity to become a sustainable marine ecotourism destination if managed properly through collaboration between local governments, communities, and tourism actors-
