Abstract: Taman Nasional Gunung Ciremai (TNGC) merupakan kawasan konservasi yang berperan sebagai kawasan tangkapan air yang mendukung kebutuhan masyarakat sekitar. Tingginya tingkat pemanfaatan air memerlukan pengaturan pemanfaatan yang menjamin keberkelanjutannya. Hal tersebut di atur dalam Permen LHK No.18/2019. Penelitian dilakukan untuk mengetahui implementasi parturan ini di lapangan. Pengambilan data dilakukan pada bulan Januari-Februari 2025. Data yang dikumpulkan meliputi persepsi pemenuhan komitmen; kewajiban; hak; sarana prasarana; pengawasan, pembinaan, dan evaluasi; serta sanksi dengan cara analisis isi dokumen terkait; wawancara tertutup, wawancara mendalam, dan observasi lapang. Sampel penelitian ditetapkan secara purposive sampling. Hasil penelitian menunjukkan bahwa implementasi pemenuhan aturan oleh pemegang IPA dan IUPA di kawasan TNGC telah sangat sesuai dengan Permen LHK No.18/2019. Permasalahan yang ditemui dalam hal pemanfaatan air di TNGC meliputi kurangnya pembinaan dan sosialisasi perizinan pemanfaatan air, serta perbedaan pelaksanaan pengawasan antara IPA dan IUPA. Saran untuk mengatasi permasalahan tersebut adalah perlunya pembinaan kepada pemegang IPA yang baru mendapatkan izin, terutama dalam aspek perencanaan teknis dan administrasi, dan sosialisasi Permen LHK No.18/2019 kepada masyarakat sekitar.
Mount Ciremai National Park (TNGC) functions as a conservation area and water catchment zone that supports the needs of surrounding communities. The increasing use of water, both commercial and non-commercial, requires proper management to ensure sustainability. This is governed by Ministerial Regulation of Environment and Forestry No.18/2019. This study aimed to assess the field implementation of the regulation. Data collection was carried out in January-February 2025 using document analysis, closed and in-depth interviews, and field observations. Data collected focused on perceptions of commitment, obligations, rights, infrastructure, supervision, guidance, evaluation, and sanctions. Sampling was conducted using purposive sampling. The findings indicate that the implementation of regulations by IPA and IUPA holders in the TNGC area is largely in accordance with Ministerial Regulation No.18/2019. However, several issues were found, including limited socialization and guidance on permit procedures and inconsistent monitoring between IPA and IUPA holders. To resolve these issues, it is recommended that new IPA permit holders, receive technical and administrative support. In addition, greater outreach to the public regarding Ministerial Regulation No.18/2019 is necessary to promote better understanding and compliance.
