Scientific conferences serve as a means for researchers to disseminate their findings. The entire series of activities requires a management information system capable of supporting the submission, review, and feedback processes. Several third-party platforms such as EasyChair, ConfTool, OpenConf, and EDAS have been widely utilized by conference organizers, but they still have limitations, including data storage remaining on third-party servers and subscription fees dependent on the number of papers. Based on these conditions, the objective of this research is to create a web-based conference management information system by applying the waterfall method, through the stages of analysis, design, implementation, testing, and maintenance. The developed system accommodates four types of users: admin, reviewer, author, and guest, tailored to the needs of conference execution. The system testing results, using the black box testing method, demonstrate that the system functions according to requirements and supports conference execution based on the necessary workflow.
