Abstract: RINGKASAN RAHMI DAMAYANTI. Kebijakan Ramah Keluarga, Sumber Stres, Keseimbangan Kerja-Keluarga, Fungsi Keluarga, dan Kesejahteraan Subjektif Keluarga dengan Suami Istri Bekerja. Dibimbing oleh EUIS SUNARTI dan ISTIQLALIYAH MUFLIKHATI. Fenomena meningkatnya keluarga dengan suami istri bekerja mencerminkan perubahan sosial dan ekonomi di era modern, yang berdampak pada meningkatnya tantangan dalam menjaga keseimbangan antara tuntutan pekerjaan dan peran keluarga. Ketidakseimbangan ini dapat memicu stres dan terganggunya fungsi keluarga, sehingga dapat berdampak pada menurunnya kesejahteraan subjektif keluarga. Kebijakan ramah keluarga hadir sebagai solusi strategis yang mendukung keluarga dalam menjalankan peran ganda di kedua ranah. Penelitian ini hadir untuk mengisi kesenjangan dengan mengintegrasikan kebijakan ramah keluarga, sumber stres, keseimbangan kerja-keluarga, fungsi keluarga, dan kesejahteraan subjektif keluarga dalam satu kerangka analisis berbasis teori keluarga. Terdapat tiga tujuan khusus dalam penelitian ini, yaitu: (1) mengidentifikasi karakteristik keluarga, kebijakan ramah keluarga, sumber stres, keseimbangan kerja-keluarga, fungsi keluarga, dan kesejahteraan subjektif keluarga dengan suami istri bekerja berdasarkan sektor pekerjaan dan jenis kelamin; (2) menganalisis hubungan karakteristik keluarga dengan kebijakan ramah keluarga, sumber stres, keseimbangan kerja-keluarga, fungsi keluarga, dan kesejahteraan subjektif keluarga dengan suami istri bekerja; dan (3) menganalisis pengaruh kebijakan ramah keluarga, sumber stres, keseimbangan kerja-keluarga, dan fungsi keluarga terhadap kesejahteraan subjektif keluarga dengan suami istri bekerja. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei. Pengambilan data dilaksanakan pada Januari hingga Februari 2025. Contoh dalam penelitian ini terdiri dari keluarga dengan suami istri bekerja di sektor publik maupun sektor swasta, dengan salah satu pasangan (suami atau istri) yang bersedia menjadi responden. Teknik pengambilan contoh yang digunakan adalah voluntary sampling. Contoh terdiri dari 200 keluarga. Pengambilan data dilakukan melalui kuesioner daring (Google Form). Kuesioner disebarkan melalui platform digital, seperti pesan Whatsapp dan Instagram, guna menjangkau responden secara lebih luas dan efektif. Metode analisis data dalam penelitian ini, yaitu: (1) analisis deskriptif menggunakan perangkat lunak Microsoft Excel dan Statistical Package for Social Sciences (SPSS); dan (2) analisis inferensial berupa uji korelasi Pearson dan uji Chi-Square menggunakan SPSS, serta uji pengaruh Structural Equation Modeling (SEM) berbasis Partial Least Squares (PLS) menggunakan perangkat lunak SmartPLS. Responden penelitian ini berusia 25–53 tahun dengan rata-rata 35 tahun, sedangkan usia pasangan berkisar 22–55 tahun. Lama pendidikan responden dan pasangan bervariasi 12–21 tahun dengan rata-rata 16 tahun setara sarjana/D4. Pendapatan keluarga per bulan berkisar Rp 7 juta–117 juta, rata-rata Rp 24,29 juta, dan pendapatan per kapita rata-rata Rp 7,13 juta. Lama menikah rata-rata 9 tahun dengan rentang 1–27 tahun, serta jumlah anggota keluarga 2–6 orang. Lama pernikahan responden tercatat mulai dari 1 tahun hingga 27 tahun, dengan rata-rata lama menikah selama 9 tahun. Jumlah anggota keluarga berkisar antara 2 hingga 6 orang. Hasil analisis deskriptif menunjukkan rata-rata indeks kebijakan ramah keluarga sebesar 64,18, dengan dimensi pengaturan cuti dan manfaat perawatan tanggungan (67,29) lebih tinggi dibandingkan pengaturan kerja fleksibel (61,07). Rata-rata indeks sumber stres sebesar 23,90, dengan sumber stres kerja (27,55) lebih dominan dibanding sumber stres keluarga (20,25). Rata-rata indeks keseimbangan kerja-keluarga sebesar 75,13. Rata-rata indeks fungsi keluarga sebesar 80,01, dengan dimensi fungsi internal (84,73) memiliki indeks lebih tinggi dibandingkan fungsi eksternal (75,28). Rata-rata indeks kesejahteraan subjektif keluarga mencapai 80,99. Di antara ketiga aspek, aspek psikologis (83,42) memiliki indeks tertinggi, diikuti aspek ekonomi (80,65), dan aspek sosial (78,90). Secara umum, tingkat penerapan kebijakan ramah keluarga, pelaksanaan fungsi keluarga, kemampuan menjaga keseimbangan kerja–keluarga, serta persepsi kesejahteraan subjektif keluarga menunjukkan kecenderungan lebih tinggi pada keluarga yang bekerja di sektor swasta dan pada responden berjenis kelamin laki-laki. Berdasarkan hasil uji hubungan, ditemukan bahwa jumlah anggota keluarga berhubungan positif dengan penerapan kebijakan ramah keluarga, keseimbangan kerja-keluarga, dan fungsi keluarga. Lama pernikahan juga menunjukkan hubungan positif dengan kebijakan ramah keluarga. Sebaliknya, pendapatan per kapita justru memiliki hubungan negatif dengan keseimbangan kerja-keluarga. Temuan ini mengindikasikan bahwa keluarga dengan anggota lebih banyak dan usia pernikahan yang lebih lama cenderung merasakan penerapan kebijakan ramah keluarga, keseimbangan kerja-keluarga, dan fungsi keluarga yang lebih baik, sedangkan keluarga dengan pendapatan per kapita lebih tinggi cenderung memiliki tingkat keseimbangan kerja-keluarga yang lebih rendah. Hasil uji korelasi antar variabel menunjukkan kebijakan ramah keluarga berhubungan positif dengan keseimbangan kerja-keluarga, fungsi keluarga, dan kesejahteraan subjektif keluarga, namun berhubungan negatif dengan sumber stres Hasil analisis SEM-PLS menunjukkan bahwa kebijakan ramah keluarga berpengaruh positif signifikan dalam meningkatkan keseimbangan kerja-keluarga, fungsi keluarga, dan kesejahteraan subjektif keluarga pada keluarga dengan suami istri bekerja. Sebaliknya, sumber stres terbukti berpengaruh negatif signifikan terhadap keseimbangan kerja-keluarga, fungsi keluarga, dan kesejahteraan subjektif keluarga, baik secara langsung maupun tidak langsung. Keseimbangan kerja-keluarga juga terbukti dalam meningkatkan pelaksanaan fungsi keluarga dan pada akhirnya turut berkontribusi dalam meningkatkan kesejahteraan subjektif keluarga. Fungsi keluarga menjadi faktor paling kuat dalam meningkatkan kesejahteraan subjektif keluarga. Implikasi manajerial berdasarkan hasil penelitian ini adalah pentingnya keluarga dengan suami istri bekerja untuk menguatkan fungsi keluarga, menekan sumber stres, memanfaatkan kebijakan ramah keluarga, dan menjaga keseimbangan kerja–keluarga agar kesejahteraan subjektif keluarga meningkat secara berkelanjutan. Instansi pemerintah, sektor swasta, dan NGO diharapkan menguatkan penerapan kebijakan ramah keluarga melalui pengaturan cuti, pola kerja fleksibel, serta dukungan layanan konseling. Bagi akademisi, temuan ini dapat menjadi pijakan pengembangan riset keluarga dengan suami istri bekerja. SUMMARY RAHMI DAMAYANTI. Family-Friendly Policies, Sources of Stress, Work-Family Balance, Family Functioning, and Family Subjective Well-Being in Dual-Earner Families. Supervised by EUIS SUNARTI and ISTIQLALIYAH MUFLIKHATI. The phenomenon of the increasing number of dual-earner families reflects social and economic changes in the modern era, which have led to greater challenges in maintaining a balance between work demands and family roles. This imbalance can trigger stress and disrupt family functioning, ultimately affecting the subjective well-being of the family. Family-friendly policies emerge as a strategic solution to support families in fulfilling their dual roles in both spheres. This study aims to address this gap by integrating family-friendly policies, sources of stress, work-family balance, family functioning, and family subjective well-being within a single analytical framework based on family theory. This research has three specific objectives: (1) to identify the family characteristics, family-friendly policies, sources of stress, work–family balance, family functioning, and subjective family well-being of dual earner families based on employment sector and gender; (2) to analyze the relationships among family characteristics, family-friendly policies, sources of stress, work-family balance, family functioning, and family subjective well-being in dual-earner families; and (3) to analyze the effects of family-friendly policies, sources of stress, work-family balance, and family functioning on the subjective well-being of dual-earner families. This study employed a quantitative approach using a survey method. Data collection was conducted from January to February 2025. The study population consisted of families in which both husband and wife are employed. The sample included families with dual-earner couples working in either the public or private sector, with one spouse (husband or wife) willing to participate as a respondent. The sampling technique used was voluntary sampling, with a total of 200 families participating in the study. Data were collected through an online questionnaire (Google Form). The questionnaire was distributed via digital platforms such as WhatsApp messages and Instagram to reach respondents more broadly and effectively. The data analysis methods used in this study were: (1) descriptive analysis using Microsoft Excel and the Statistical Package for Social Sciences (SPSS); and (2) Inferential analysis consisted of Pearson correlation and Chi-Square tests using SPSS, as well as impact testing through Structural Equation Modeling (SEM) based on Partial Least Squares (PLS) using the SmartPLS software. The respondents in this study were aged between 25 and 53 years, with an average age of 35 years, while their spouses’ ages ranged from 22 to 55 years. The length of formal education for both respondents and their spouses varied between 12 and 21 years, with an average of 16 years, equivalent to an undergraduate degree (Bachelor/D4). Monthly family income ranged from IDR 7 million to IDR 117 million, with an average of IDR 24.29 million, while the average per capita income was IDR 7.13 million. The average length of marriage was 9 years, with a range from 1 to 27 years, and the number of family members varied between 2 and 6 persons. Descriptive analysis showed that the average index for family-friendly policies was 64.18, with the dimension of leave arrangements and dependent care benefits (67.29) higher than flexible work arrangements (61.07). The average index for sources of stress was 23.90, with work-related stress (27.55) being more dominant than family-related stress (20.25). The average index for work-family balance was 75.13. The average index for family functioning was 80.01, with the internal function dimension (84.73) higher than the external function dimension (75.28). The average index for subjective family well-being reached 80.99. Among the three aspects, the psychological aspect (83.42) had the highest index, followed by the economic aspect (80.65) and the social aspect (78.90). In general, the level of family-friendly policy implementation, family functioning, the ability to maintain work–family balance, and perceptions of family subjective well-being tend to be higher among families working in the private sector and among male respondents. Based on the correlation analysis, it was found that the number of family members is positively related to the implementation of family-friendly policies, work-family balance, and family functioning. In addition, the length of marriage also shows a positive relationship with the adoption of family-friendly policies. Conversely, per capita income was found to have a negative relationship with work-family balance. This finding indicates that families with more members and longer marriage duration tend to experience better implementation of family-friendly policies, work-family balance, and family functioning, while families with higher per capita income tend to have lower levels of work-family balance. The correlation test among variables shows that family-friendly policies are positively associated with work-family balance, family functioning, and subjective family well-being, but negatively related to sources of stress. On the other hand, sources of stress are negatively correlated with work-family balance, family functioning, and subjective family well-being, while family functioning has the strongest correlation with subjective family well-being. The results of the SEM-PLS analysis indicate that family-friendly policies have a significant positive effect on improving work-family balance, family functioning, and family subjective well-being in dual-earner families. Conversely, sources of stress have a significant negative impact on work-family balance, family functioning, and family subjective well-being, both directly and indirectly. Work-family balance also plays an important role in enhancing family functioning, which in turn contributes to greater subjective family well-being. Family functioning emerges as the strongest factor in increasing subjective family well-being. The managerial implications based on the findings of this study highlight the importance for dual-income families to strengthen family functioning, reduce sources of stress, utilize family-friendly policies, and maintain work–family balance to sustainably enhance their subjective family well-being. Government institutions, the private sector, and NGOs are expected to reinforce the implementation of family-friendly policies through leave arrangements, flexible work patterns, and accessible counseling services. For academics, these findings can serve as a basis for further research on dual earners families.
