Abstract: Hutan Wakaf Bogor (HWB) memerlukan pembiayaan alternatif untuk mendukung keberlanjutan operasional dan pengembangannya. Penelitian bertujuan untuk merumuskan studi prakelayakan pembiayaan nonkomersial HWB berbasis project-based green sukuk (PBGS) dan menguji validitas isinya. Metode yang digunakan yaitu Research and Development (R&D) Borg dan Gall tingkat 1 serta analisis Content Validity Ratio (CVR) Lawshe. Hasil penelitian menunjuakan studi prakelayakan dirumuskan berdasarkan analisis ekonomi menggunakan metode NCA berbasis SEEA–EEA guna mendukung pengajuan HWB sebagai proyek negara. HWB memberikan manfaat nyata bagi masyarakat sekitar meskipun jangkauan dampaknya masih terbatas. HWB juga berkontribusi bagi ekologis melalui pendekatan agroforestri, silvopastura, dan ekowisata. Dukungan dari berbagai pemangku kepentingan memperkuat peluang pembiayaan alternatif. HWB perlu memperoleh status sebagai proyek negara sebelum dapat dibiayai melalui skema PBGS. Hasil uji validitas isi menunjukkan mayoritas item dinilai esensial dan relevan oleh panelis dalam mereperesentasikan studi prakelayakan pembiayaan HWB berbasis PBGS.
Bogor Waqf Forest (HWB) requires alternative financing to ensure its operational sustainability and development. This study formulates a pre-feasibility study of non-commercial financing for HWB through a project-based green sukuk (PBGS) scheme and evaluates its content validity. The method applies the first level of Borg and Gall's R&D and Lawshe’s CVR analysis. Findings show the study is based on economic analysis using the NCA method within the SEEA–EA framework to support HWB’s proposal as a national project. HWB provides tangible benefits to local communities, though its impact remains limited. It contributes to ecological sustainability through agroforestry, silvopasture, and ecotourism. Stakeholder support enhances financing prospects, but HWB must first attain national project status to qualify for PBGS. Content validity testing indicates most items were rated essential and relevant by expert panelists in representing the study.
