Abstract: Indonesia mempunyai cadangan nikel yang melimpah, hasil nikel mentah yang murah membuat pemerintah menerapkan kebijakan hilirisasi nikel. Penelitian ini menganalisis pengaruh kebijakan hilirisasi nikel terhadap perekonomian dan tingkat pengangguran pada kabupaten/kota di Pulau Sulawesi. Data yang di gunakan mencakup 81 kabupaten/kota yang berada di Pulau Sulawesi pada tahun 2018–2023 menggunakan panel statis dengan Fixed Effect Model (FEM). Hasil analisis menunjukan bahwa kebijakan hilirisasi nikel tidak berpengaruh secara statistik terhadap PDRB ADHK dan PDRB per kapita. Variabel lainnya seperti pendapatan asli daerah, belanja modal daerah dan pandemi covid berpengaruh positif terhadap perekonomian. Sementara itu, kebijakan hilirisasi nikel berpengaruh positif juga terhadap tingkat pengangguran. Hal ini mengindikasikan kebijakan hilirisasi nikel belum mampu mengurangi tingkat pengangguran dan membuka lapangan kerja yang lebih besar. Variabel lainnya seperti tingkat partisipasi angkatan kerja, belanja modal daerah, rata-rata lama sekolah berpengaruh negatif terhadap tingkat pengangguran.
Indonesia has abundant nickel reserves, and the low cost of raw nickel has prompted the government to implement a nickel downstreaming policy. This study analyzes the impact of the nickel downstreaming policy on the economy and unemployment rates in regencies/cities on Sulawesi Island. The data used covers 81 regencies/cities on Sulawesi Island from 2018–2023 using a static panel with a Fixed Effect Model (FEM). The analysis shows that the nickel downstreaming policy has no statistical effect on the Real GRDP and GRDP per capita. Other variables, such as local revenue, regional capital expenditure, and the COVID-19 pandemic, have a positive impact on the economy. Meanwhile, the nickel downstreaming policy also has a positive effect on the unemployment rate. This indicates that the nickel downstreaming policy has not been able to reduce the unemployment rate and create more jobs. Other variables, such as the labor force participation rate, regional capital expenditure, and average years of schooling, have a negative effect on the unemployment rate.
