| dc.description.abstract | Berbagai sektor, seperti pertanian, industri, dan energi memiliki ketergantungan dan pemanfaatan yang cukup tinggi pada ketersediaan air. Hal tersebut menjadikan air sebagai salah satu sumber daya yang sangat rentan terhadap kelangkaan, terutama jika tekanan eksternal, seperti variabilitas iklim berkepanjangan terjadi. Penelitian ini bertujuan untuk mengkaji indeks kerentanan sumber daya air di seluruh kabupaten Indonesia tahun 2018 dan 2024 yang berfokus pada aspek sosio-ekologi tanpa mengabaikan sisi iklim, guna memberikan rekomendasi kebijakan untuk memperkuat ketahanan sektor air wilayah. Metode yang digunakan didasarkan pada prosedur Climate and Risk Vulnerability Assessment yang dikeluarkan oleh IPCC AR5 dalam rangkaian perhitungan risiko iklim. Data persentase tutupan lahan serta sosio-demografi tahun 2018 dan 2024 pada masing-masing wilayah kabupaten dibutuhkan dalam penentuan indeks kerentanan. Hasil analisis menunjukkan bahwa Indonesia mengalami penurunan indeks kerentanan nasional rata-rata sebesar -18,90% pada tahun 2024 dibandingkan dengan tahun 2018. Namun, penurunan ini hanya signifikan di wilayah tertentu, dan disparitas kerentanan sumber daya air masih terlihat jelas, terutama antara wilayah timur dan barat Indonesia. Wilayah dengan hasil kerentanan sumber daya air rendah memiliki beban tertinggi pada aspek pencemaran dan degradasi lahan sebagai bangunan. Sementara itu, wilayah dengan kategori kerentanan sumber daya air tinggi didominasi oleh faktor ketertinggalan pembangunan fasilitas sosial. Rekomendasi kebijakan yang disesuaikan diperlukan untuk mengurangi tingkat kerentanan di setiap wilayah sesuai dengan kebutuhan spesifiknya. | - |
| dc.description.abstract | Various sectors, such as agriculture, industry, and energy, highly depend on water availability. It makes water a resource that is highly vulnerable to scarcity, especially if external pressures, such as prolonged climate variability, occur. This study aims to assess the vulnerability index of water resources in all Indonesian districts in 2018 and 2024, focusing on socio-ecology aspects without ignoring the climate side, to provide policy recommendations to strengthen the resilience of the regional water sector. The method is based on the Climate and Risk Vulnerability Assessment procedure issued by the IPCC AR5 in a series of climate risk calculations. Data on the percentage of land cover and socio-demographics in each region in 2018 and 2024 are needed to determine regional vulnerability. The analysis results show that Indonesia experienced a decrease in the average national vulnerability index by -18,90% in 2024 compared to 2018. However, this improvement is only significant in certain regions, and disparities in water resource vulnerability are still evident, especially between Indonesia's eastern and western regions. Regions with low water resources vulnerability have the highest burden on pollution and land degradation, along with accelerated population growth and development. Meanwhile, areas categorized as high water resources vulnerability are predominantly affected by the underdevelopment of social facilities. Customized policy recommendations are needed to reduce each region's vulnerability level according to its specific needs. | - |
