Abstract: Indonesia menetapkan target net zero emission (NZE) pada tahun 2060 sebagai bagian dari strategi jangka panjang menuju pembangunan rendah karbon yang berkelanjutan. Namun, tantangan besar muncul dalam menyeimbangkan pertumbuhan ekonomi dengan upaya pengurangan emisi gas rumah kaca (GRK), terutama karena sektor industri pengolahan menjadi penyumbang emisi terbesar kedua di Indonesia. Dalam menghadapi tantangan ini, penelitian ini bertujuan untuk menganalisis pengaruh pertumbuhan ekonomi, konsumsi dan impor batu bara, serta investasi terhadap emisi gas rumah kaca pada sektor industri pengolahan serta mengidentifikasi strategi kebijakan dalam menurunkan emisi gas rumah kaca sektor industri pengolahan guna mendukung target NZE di Indonesia. Penelitian ini menggunakan metode regresi linear berganda dan content analysis dengan menggunakan data sekunder berupa data time series tahun 2000-2023. Hasil penelitian ini menunjukkan bahwa pertumbuhan ekonomi berpengaruh signifikan dan negatif terhadap emisi GRK, sedangkan konsumsi dan impor batu bara berpengaruh signifikan dan positif terhadap emisi GRK. Selanjutnya investasi tidak berpengaruh signifikan terhadap emisi GRK. Berdasarkan hasil content analysis, terdapat enam strategi yang direkomendasikan, yaitu kebijakan dan regulasi pemerintah, penggunaan energi terbarukan, kolaborasi dan kemitraan, penggunaan teknologi rendah karbon, peningkatan efisiensi energi, dan pengembangan kapasitas sumber daya manusia (SDM).
Indonesia has set a target of achieving net zero emissions (NZE) by 2060 as part of its long-term strategy for sustainable low-carbon development. However, significant challenges arise in balancing economic growth with efforts to reduce greenhouse gas (GHG) emissions, particularly as the manufacturing sector is the second-largest contributor to emissions in Indonesia. In response to this challenge, this study aims to analyze the influence of economic growth, coal consumption and imports, as well as investment, on greenhouse gas emissions in the manufacturing sector. It also seeks to identify policy strategies for reducing emissions in this sector to support Indonesia’s NZE target. This research employs multiple linear regression and content analysis methods, using secondary time series data from 2000 to 2023. The findings show that economic growth has a significant negative effect on GHG emissions, while coal consumption and coal imports have a significant positive effect. Meanwhile, investment does not have a significant impact on GHG emissions. Based on the content analysis, six strategies are recommended: government policies and regulations, the use of renewable energy, collaboration and partnerships, the adoption of low-carbon technology, increased energy efficiency, and human resource (HR) capacity development.
