Abstract: Pulau Madura memiliki potensi besar dalam produksi garam, menyumbang 25% dari total luas tambak garam nasional. Adanya hubungan patron-klien menyebabkan ketergantungan petambak pada pengepul, serta keterbatasan akses pasar, modal, serta perubahan iklim dapat menghambat optimalisasi usaha garam rakyat. Tujuan penelitian ini adalah menganalisis faktor-faktor yang memengaruhi petambak garam rakyat melakukan ikatan patron-klien, mengestimasi dan membandingkan tingkat pendapatan usahatani garam rakyat antara petambak garam yang terikat hubungan patron-klien dan tidak terikat, serta menganalisis kerentanan usahatani garam rakyat. Metode yang digunakan dalam penelitian ini yaitu Livelihood Vulnerability Index (LVI). Hasil penelitian menunjukkan bahwa faktor-faktor yang memengaruhi keputusan petambak dalam memilih melakukan hubungan patron-klien yaitu akses modal dan pengalaman kerja. Rata-rata pendapatan petani garam terikat sebesar Rp49.949.993/tahun/ha dan petambak garam yang tidak terikat sebesar Rp69.546.793/tahun/ha. Hasil tingkat kerentanan usahatani terhadap variabilitas cuaca secara keseluruhan memiliki nilai kerentanan sedang.
Madura Island has great potential in salt production, contributing 25% of the total national salt pond area. The existence of patron-client relationships cause the dependence of farmers on collectors and limited access to markets, capital, and climate change can hinder the optimization of smallholder salt businesses. The objective of this study are to analyze the factors that influence smallholder salt farmers to make patron-client, estimate and compare the income level of smallholder salt farm between salt farmers who are bound by patron-client relationships and not bound, analyze the vulnerability of smallholder salt farms. The methods used in this research is the Livelihood Vulnerability Index (LVI). The result showed that the factors that influence the decision of farmers to choose patron-client relationships are access to capital and work experience. The average income of bonded salt farmers is IDR 49.949.993/year/ha and unattached salt farmers is IDR 69.546.793/year/ha. The result of the level of farm vulnerability to weather variability has a medium vulnerability value.
