| Abstract: | Pemerintah Kota Sabang melalui Qanun No. 9 Tahun 2019 telah menetapkan Rencana Induk Pembangunan Kepariwisataan (Ripparkot) 2019–2027 sebagai dasar pengembangan sektor pariwisata. Namun, pandemi Covid-19 menyebabkan penurunan signifikan kunjungan wisatawan hingga 79% dan berdampak pada kontribusi pariwisata terhadap kesejahteraan masyarakat. Meskipun tren pemulihan mulai terlihat, implementasi kebijakan dinilai belum optimal. Evaluasi dibutuhkan, terutama dalam pemetaan potensi, pengelolaan spasial, dan sinkronisasi perencanaan dengan kapasitas aktual. Delapan gampong (desa) yang ditetapkan sebagai kawasan strategis wisata bahari belum didukung oleh data spasial dan informasi daya dukung kawasan. Ketimpangan infrastruktur antar gampong juga menunjukkan perlunya klasifikasi karakteristik dan tingkat perkembangan gampong di Kota Sabang. Selain itu, persepsi wisatawan penting untuk menilai keberlanjutan di objek wisata dan sebagai dasar penyusunan strategi yang lebih responsif dan adaptif. Pengembangan wisata bahari Sabang harus dilakukan secara holistik dengan mengintegrasikan aspek biofisik, sosial, dan edukasi. Strategi ini diharapkan mampu meningkatkan kontribusi pariwisata terhadap pembangunan daerah secara berkelanjutan.
Penelitian ini memiliki beberapa tujuan yaitu: (1) Memetakan sebaran objek wisata dan mengidentifikasi kesesuaian sumber daya serta daya dukung wisata bahari di Kota Sabang; (2) Menganalisis karakteristik dan tingkat perkembangan gampong di kawasan wisata bahari Kota Sabang; (3) Mengidentifikasi persepsi wisatawan terhadap prinsip pengembangan wisata bahari berkelanjutan di Kota Sabang; (4) Menyusun arahan dan strategi pengembangan kawasan wisata bahari di Kota Sabang.
Hasil analisis menunjukkan telah teridentifikasi sebanyak 51 objek wisata bahari dengan 47 di antaranya termasuk ke dalam kategori “Sangat Sesuai” dan “Sesuai”, serta daya dukung kawasan memiliki potensi yang tinggi untuk pengembangan lebih lanjut. Analisis karakteristik dan tingkat perkembangan gampong menghasilkan tiga klaster yang terbagi secara spasial ke dalam dua kawasan utama, yaitu pesisir utara (berpusat di Gampong Iboih) dan pesisir timur (berpusat di Gampong Kuta Timu). Hasil analisis persepsi wisatawan menunjukkan potensi pengembangan wisata bahari secara berkelanjutan, akan tetapi perlu peningkatan pada aspek konservasi dan edukasi. Strategi pengembangan difokuskan pada dua Satuan Kawasan Wisata Bahari (SKWB I dan II) dengan pendekatan Strategi Diversifikasi (Kuadran II) dan strategi ST (Strengths–Threats), yang melahirkan enam strategi prioritas, mulai dari penyusunan regulasi berbasis daya dukung kawasan hingga peningkatan kapasitas SDM lokal melalui pelatihan dan sertifikasi. The Sabang City Government, through Qanun No. 9 of 2019, has established the Tourism Development Master Plan (Ripparkot) 2019–2027 as the foundation for tourism sector development. However, the Covid-19 pandemic caused a significant decline in tourist visits by up to 79%, affecting the sector’s contribution to community welfare. Although signs of recovery are emerging, policy implementation is still considered suboptimal. An evaluation is needed, particularly regarding potential mapping, spatial management, and alignment between planning and the actual capacity of tourism destinations. The eight villages designated as strategic marine tourism areas have not yet been supported by spatial data and information on carrying capacity. Infrastructure disparities among villages also highlight the need for classification based on village characteristics and development levels in Sabang City. Moreover, tourist perceptions are essential in assessing sustainability at tourism sites and serve as a basis for formulating more responsive and adaptive strategies. Marine tourism development in Sabang should be carried out holistically by integrating biophysical, social, and educational aspects. Such an approach is expected to enhance tourism’s contribution to sustainable regional development. This study has four objectives: (1) To map the distribution of tourism sites and identify the suitability of resources and carrying capacity for marine tourism in Sabang City; (2) To analyze the characteristics and development levels of villages in marine tourism areas; (3) To identify tourist perceptions regarding sustainable marine tourism development in Sabang City; and (4) To formulate policy directions and development strategies for marine tourism areas in Sabang City. The results show that 51 marine tourism sites have been identified, with 47 categorized as "Very Suitable" and "Suitable," while the area’s carrying capacity remains high for further development. The analysis of village characteristics and development levels resulted in three clusters, spatially divided into two main zones: the northern coast (centered in Iboih Village) and the eastern coast (centered in Kuta Timu Village). Tourist perception analysis indicates potential for sustainable marine tourism development, although improvements are needed in conservation and educational aspects. The development strategy focuses on two Marine Tourism Area Units (SKWB I and II) using a Diversification Strategy approach (Quadrant II) and Strengths–Threats (ST) strategy. This resulted in six priority strategies, ranging from regulations based on environmental carrying capacity to enhancing local human resources through training and international certification. |
