| Abstract: | Penyu merupakan salah satu satwa peninggalan zaman purba, tepatnya 110
juta tahun yang lalu. Namun, kehidupan penyu saat ini mulai terancam punah akibat
faktor alam, predator, manusia maupun penyu itu sendiri. Penelitian ini bertujuan
untuk menganalisis pemangku kepentingan berdasarkan tingkat kepentingan dan
pengaruhnya dan tingkat co-management dalam pengelolaan kawasan penangkaran
penyu di Pulau Harapan, Taman Nasional Kepuluan Seribu. Penelitian ini bersifat
kualitatif dan pengumpulan data dilakukan melalui wawancara secara mendalam (in
depth-interview). Hasil penelitian menunjukkan bahwa terdapat enam belas
stakeholder yang teridentifikasi berdasarkan tingkat kepentingan dan pengaruh, baik
dari kelompok masyarakat maupun pemerintah. Berdasarkan analisis pengelolaan co
management, konservasi penyu di Pulau Harapan memiliki tipe pengelolaan
consultative yaitu terdapat dialog antara pemerintah dan masyarakat serta pemerintah
mulai mempertimbangkan pandangan dari masyarakat Pulau Harapan. Perlu
dilakukannya edukasi kepada masyarakat terkait penyu dan pengelolaannya,
peningkatan kapasitas pengelolaan dan monitoring kepada masyarakat, serta
pengembangan pola monitoring dan evaluasi partisipatif. Turtles are one of the ancient animals that have existed since prehistoric times, specifically around 110 million years ago. However, their existence is now threatened with extinction due to natural factors, predators, humans, and even the turtles themselves. This study aims to analyze stakeholders based on their level of interest and influence, as well as the level of co-management in the management of the turtle conservation area in Pulau Harapan, Thousand Islands National Park. This research is qualitative in nature, and data collection was carried out through in-depth interviews. The results show that sixteen stakeholders were identified based on their levels of interest and influence, including both community groups and government entities. Based on the co-management analysis, turtle conservation in Pulau Harapan falls under the consultative management type, which involves dialogue between the government and the community, with the government beginning to consider the views of the Pulau Harapan community. There is a need for community education regarding turtles and their management, capacity building for management and monitoring among the community, as well as the development of participatory monitoring and evaluation patterns |
