Abstract: Penelitian ini bertujuan untuk menganalisis peran kelembagaan Kelompok Tani Hutan (KTH) dalam mendukung transformasi lahan kritis menjadi lanskap produktif di Kampung Pabangbon, serta merumuskan strategi penguatan kelembagaan yang tepat. Metode penelitian menggunakan pendekatan kualitatif dengan Soft Systems Metholodolgy (SSM), melalui observasi lapangan, kuesioner, dan wawancara kepada responden dan pakar. Hasil menunjukkan bahwa KTH Pabangbon telah memiliki struktur kelembagaan yang kuat secara legal dan administratif, namun masih menghadapi kelemahan dalam aspek partisipasi, ketaatan, dan ketahanan organisasi. Strategi penguatan kelembagaan diarahkan pada pengembangan sumber daya manusia, pendampingan kelembagaan, penguatan jejaring, serta keterlibatan stakeholder. Upaya penguatan ini diharapkan mampu meningkatkan peran kelembagaan dalam menggerakkan masyarakat menuju pengelolaan lanskap secara produktif dan berkelanjutan.
This study aims to analyze the institutional role of Forest Farmer Groups (KTH) in supporting the transformation of critical land into productive landscapes in Pabangbon Village, as well as formulating appropriate institutional strengthening strategies. The research method uses a qualitative approach with Soft Systems Methodology (SSM), through field observations, questionnaires, and interviews with respondents and experts. The results show that KTH Pabangbon has a strong institutional structure legally and administratively, but still faces weaknesses in aspects of participation, obedience, and organizational resilience. The institutional strengthening strategy is directed at human resource development, institutional assistance, network strengthening, and stakeholder involvement. These strengthening efforts are expected to be able to increase the role of institutions in moving communities towards productive and sustainable landscape management.
