| Abstract: | DKI Jakarta mengalami pertumbuhan penduduk pesaat yang menyebabkan peningkatan volume sampah, baik dari rumah tangga maupun sektor komersial. TPST Bantargebang, sebagai fasilitas utama pengolahan sampah, menghadapi tantangan besar karena keterbatasan lahan untuk penimbunan sampah. Pengolahan sampah menjadi Refuse Derived Fuel (RDF) merupakan solusi untuk mengurangi timbunan sampah sekaligus menghasilkan energi alternatif yang dapat menggantikan batubara dalam industri semen. Penelitian ini bertujuan untuk: (1) menganalisis persepsi masyarakat terhadap dampak lingkungan dari pengolahan sampah menjadi RDF; (2) menganalisis kelayakan ekonomi pengolahan sampah menjadi RDF; (3) menganalisis strategi pengolahan sampah menjadi RDF. Metode yang digunakan meliputi analisis deskriptif dengan skala likert, analisis biaya dan manfaat, serta PROMETHEE. Hasil penelitian menunjukkan bahwa: (1) dampak lingkungan yang dirasakan oleh masyarakat akibat pengolahan sampah menjadi RDF dinilai baik dengan total skor 2,95; (2) pengolahan sampah menjadi RDF secara finansial tidak layak untuk dijalankan, namun secara ekonomi layak dijalankan berdasarkan kriteria kelayakan seperti NPV sebesar Rp830.196.125.155, Net B/C sebesar 1,69, Gross B/C sebesar 1,41 dan IRR sebesar 28,03%, dengan komponen tambahan seperti nilai kenyaman menggunakan pendekatan Willingness to Pay sebesar Rp4.816.368.000, nilai ekonomi karbon sebesar Rp132.787.200.000, dan penghematan landfill Rp68.501.480.000; (3) strategi pengolahan RDF dilakukan dengan memprioritaskan alternatif strategi terbaik, yaitu mendorong partisipasi masyarakat dalam memilah sampah. DKI Jakarta is experiencing temporary population growth, leading to increased waste volume from both households and the commercial sector. TPST Bantargebang, the main waste processing facility, faces challenges due to limited landfill space. Processing waste into Refuse Derived Fuel (RDF) offers a solution to reduce landfill and provide alternative energy to replace coal in the cement industry. This study aims to: (1) analyze community perceptions of the environmental impact of waste to RDF, (2) evaluate the economic feasibility of waste to RDF, and (3) analyze strategies for waste to RDF. Methods used include descriptive analysis with a Likert scale, cost-benefit analysis, and PROMETHEE. The results show that: (1) the environmental impact of waste processing into RDF is rated positively by the community, with a score of 2,95; (2) while financially not feasible, waste-to-RDF is economically feasible with an NPV of 830,196,125,155 IDR, Net B/C of 1.69, Gross B/C of 1.41 and IRR of 28.03%, with additional components such as comfort value using the Willingness to Pay approach of 4,816,368,000 IDR, carbon economic value of 132,787,200,000 IDR, and landfill savings of 68,501,480,000 IDR; (3) RDF management strategies focus on encouraging community participation in waste sorting |
