Abstract: PPN Karangantu menghadapi tantangan serius akibat pendangkalan yang disebabkan oleh tumpukan sampah bercampur lumpur yang terbawa air dari hulu. Fenomena ini telah memberikan dampak negatif terhadap aktivitas para nelayan disekitar area pelabuhan. Pada bulan Januari tahun 2024, pengerukan dilakukan oleh beberapa stakeholder meskipun sulit karena melibatkan lintas instansi. Meski bukan solusi jangka panjang, tindakan kolaboratif ini menunjukkan manfaat nyata. Tujuan penelitian ini adalah: (1) menganalisis peran stakeholder yang terlibat dalam pengelolaan PPN Karangantu, (2) menganalisis perbandingan kondisi ekonomi para nelayan sebelum dan sesudah pengerukan, (3) memetakan dan mengkaji pengaruh dan ketergantungan stakeholder terhadap pengelolaan keberlajutan PPN Karangantu. Penelitian ini menggunakan metode analisis aktor, analisis pendapatan, analisis stakeholder dengan Matrix of Alliance Conflict: Tactic, Operation, dan Responses (MACTOR). Hasil penelitian menunjukan terjadi peningkatan pendapatan para nelayan akibat adanya tindakan pengerukan dengan total rata-rata peningkatan pendapatan sebesar Rp 8.845.271 per kapal nelayan dengan perentase perubahan sebesar 141%. Sebanyak 24 kapal nelayan dipilih sebagai sampel penelitian karena kapal-kapal ini menunjukkan konsistensi melaut selama satu tahun. Untuk analisis stakeholder Dinas PUPR merupakan dominant actor dan memiliki nilai ambivalensi tertinggi. Strategi pengelolaan yang perlu dilakukan dengan mengadakan forum komunikasi pengelolaan sebagai wadah konsultasi, koordinasi, dan komunikasi bagi semua stakeholder yang berkepentingan dengan pengelolaan PPN Karangantu.
PPN Karangantu faces significant challenges due to sedimentation caused by the accumulation of garbage mixed with mud carried downstream. This issue has negatively impacted fishing activities in the port area. In January 2024, dredging was undertaken by multiple stakeholders, though the process was complex due to the involvement of several agencies. Despite these challenges, the collaborative effort has yielded tangible benefits. This study aims to (1) analyze the role of stakeholders involved in the management of PPN Karangantu, (2) assess the economic conditions of fishermen before and after dredging, and (3) evaluate the influence and dependence of stakeholders on the sustainable management of PPN Karangantu. This study employ actor, income, and stakeholder analysis using the MACTOR method. The results show that fishermen's incomes increased due to dredging, with an average total increase of 8,845,271 IDR per boat, representing a 141% change. A total of 24 boats were selected as research samples due to their consistent activity throughout the year. The stakeholder analysis identified PUPR as the dominant actor with the highest ambivalence value. The recommended management strategy is to establish a communication forum for consultation, coordination, and communication among all stakeholders involved in the management of PPN Karangantu.
