| Abstract: | Banjir yang disebabkan oleh fenomena hidrometeorologi telah menjadi salah satu bencana serius pada wilayah perkotaan. Berdasarkan laporan dari Badan Penanggulangan Bencana Daerah Provinsi Riau tahun 2022, jumlah pengungsi hingga 26 Desember 2022 mencapai 47 orang lansia, 27 ibu hamil, dan 108 balita. Tujuan utama penelitian ini meliputi penilaian daerah rawan banjir dan arahan mitigasi di wilayah Kota Pekanbaru dengan memanfaatkan data spasial rekaman genangan banjir, serta mengintegrasikan terhadap kondisi fisik lingkungan. Informasi yang digunakan untuk mencapai tujuan utama terbagi pada beberapa tujuan khusus seperti persebaran genangan banjir, penilaian daerah rawan banjir, evaluasi rawan banjir terhadap pola ruang dan arahan mitigasi pada daerah rawan banjir di Kota Pekanbaru.
Metodologi yang diaplikasikan dalam penelitian ini memuat pemanfaatan data penginderaan jauh dan data spasial yang terintegrasi untuk penilaian daerah rawan banjir. Data Sentinel-1 SAR (Synthetic Aperture Radar) digunakan untuk persebaran genangan banjir 04 Oktober 2022 dari perhitungan berbasis pendekatan algoritma Otsu. Selanjutnya, pendekatan Frequency Ratio dan Analytical Hierarchy Process (AHP) digunakan untuk penilaian kerawanan banjir 04 Oktober 2022 dan kerawanan banjir aktual. Langkah menghitung evaluasi pola ruang dibangun dari tahapan tumpang susun antara kerawanan banjir dengan Rencana Tata Ruang Wilayah Kota Pekanbaru tahun 2020-2040. Terakhir, terhadap bagian arahan mitigasi banjir diuraikan dari analisis deskriptif pada daerah kerawanan banjir sangat tinggi dan tinggi yang berada dalam zona kawasan budidaya.
Hasil penelitian menjelaskan bahwa luasan banjir genangan di Kota Pekanbaru pada kejadian tanggal 04 Oktober 2022 mencapai luas 18 km2. Persentase luasan terbesar dapat dijumpai pada kecamatan Rumbai Barat dan Rumbai. Hasil validasi yang dilakukan menggunakan data crowdsourcing kejadian memperoleh 84,21% nilai akurasi. Selanjutnya, untuk pembahasan penilaian daerah rawan banjir 04 Oktober 2022 yang dibangun dari parameter fisik lingkungan (morfologi, klimatologi, hidrologi, tanah dan karakteristik tanah) berbasis pendekatan Frequency Ratio menghasilkan kerawanan banjir tinggi mencapai 46,18%, sedang 51,96%, dan rendah 1,87%. Hasil akurasi yang diperoleh dari penilaian ini berkisar 78%. Namun, penilaian kerawanan banjir aktual yang dihitung dengan pendekatan Analytical Hierarchy Process. Pendekatan ini berbasis pandangan para pakar yang memahami permasalahan bencana banjir perkotaan di dataran rendah menghasilkan tingkat konsistensi 0.03 dan dapat diterima. Temuan penelitian pada bagian ini menghasilkan kerawanan tinggi 1,08%, sedang 35,28%, dan rendah 63,64%. Penilaian uji akurasi dilakukan dalam penelitian ini dan mendapatkan hasil 83% tergolong akurasi kuat. Pada pembahasan tujuan penelitian berikutnya, hasil penilaian evaluasi pola ruang dengan daerah rawan banjir menemukan kawasan budidaya lebih rentan daripada kawasan lindung. Beberapa pemanfaatan lahan yang tidak sesuai pada tempatnya telah memberikan peningkatan terjadinya fenomena banjir. Pada kategori pola ruang yang terdapat daerah rawan banjir sangat tinggi dan tinggi, diperlukan penanganan lebih lanjut dan melindungi secara penuh daerah tersebut agar tidak terjadi kerugian kepada masyarakat ataupun pemerintah setempat.
Beberapa langkah mitigasi diperlukan untuk menyeimbangkan kebutuhan pengendalian dan kelestarian lingkungan secara multidisiplin. Kawasan perkotaan yang berada di cekungan banjir di sepanjang dataran rendah dengan populasi tinggi sering kali menghadapi berbagai konflik yang melibatkan para pemangku kepentingan dalam mencapai tujuan perencanaan masing-masing. Setiap ruang yang terpapar harus diakomodasi melalui tindakan kompensasi, sehingga mengurangi konflik ke masyarakat untuk menekan permasalahan dilokasi kegiatan. Pemberian kompensasi ini melibatkan langkah untuk meminta izin terhadap pemilik lahan, melakukan pembiayaan pengganti, dan menggunakan perbankan untuk pembayaran. Program pembiayaan ini diharapkan dapat menggunakan dana APBD ataupun Dana Alokasi Khusus untuk penanggulangan risiko bencana. Harapannya kegiatan restorasi ini dapat mendukung mengurangi dampak bencana banjir dengan jangka panjang. Membangun kembali aliran sungai alami akan menjadi permasalahan tersendiri mulai dari pro dan kontra pada masyarakat, sehingga diperlukan edukasi mendalam untuk memahami fungsi dari aliran sungai sebagai fungsi hidrologis dan ekosistem yang berkelanjutan. Flooding caused by hydrometeorological phenomena has become one of the most severe disasters in urban areas. According to a report from the Riau Province Regional Disaster Management Agency in 2022, as of December 26, 2022, the number of evacuees included 47 elderly individuals, 27 pregnant women, and 108 toddlers. The primary objectives of this research are to assess flood-prone areas and provide mitigation strategies for the Pekanbaru City region by utilizing spatial data on flood inundation and integrating it with physical environmental conditions. To achieve this, the study is divided into several specific objectives, including analyzing the distribution of flood inundation, assessing flood-prone areas, evaluating these areas in relation to spatial planning, and offering mitigation strategies for flood-prone areas in Pekanbaru City. The methodology employed in this research involves the integrated use of remote sensing and spatial data for assessing flood-prone areas. Sentinel-1 SAR (Synthetic Aperture Radar) data was utilized to determine the distribution of flood inundation on October 4, 2022, using calculations based on the Otsu algorithm. Additionally, the Frequency Ratio and Analytical Hierarchy Process (AHP) approaches were applied to assess flood susceptibility as of October 4, 2022, as well as actual flood susceptibility. To evaluate spatial patterns, an overlapping analysis was conducted between flood susceptibility and the Pekanbaru City Spatial Plan 2020-2040. Finally, flood mitigation strategies were developed through a descriptive analysis of areas with very high and high flood susceptibility, particularly those located within the cultivation zone. The results indicate that on October 4, 2022, the inundated flood area in Pekanbaru City covered approximately 18 km², with the largest percentage of affected areas located in the West Rumbai and Rumbai sub-districts. Validation conducted using crowdsourced event data yielded an accuracy rate of 84.21%. Furthermore, the assessment of flood-prone areas for October 4, 2022, which was based on physical environmental parameters (morphology, climatology, hydrology, soil, and soil characteristics) and analyzed through the Frequency Ratio approach, revealed high flood susceptibility in 46.18% of the region, moderate susceptibility in 51.96%, and low susceptibility in 1.87%. The accuracy of this assessment was approximately 78%. However, the actual flood susceptibility assessment was calculated using the Analytical Hierarchy Process (AHP) approach, which incorporates the expertise of professionals familiar with urban flood challenges in lowland areas. This method resulted in a consistency ratio of 0.03, which is considered acceptable. Findings from this analysis indicated high susceptibility in 1.08% of the area, medium susceptibility in 35.28%, and low susceptibility in 63.64%. An additional accuracy test conducted in the study classified the results as having 83% strong accuracy. In evaluating spatial patterns in relation to flood-prone areas, the study found that cultivated areas are more vulnerable than protected areas. Improper land use in certain regions has contributed to an increased occurrence of flooding. For areas categorized as highly or very highly flood-prone, immediate and comprehensive management measures are required to prevent losses to both the community and the local government Several mitigation measures are required to balance control needs with environmental sustainability in a multidisciplinary approach. Urban areas situated in flood basins and low-lying regions with high populations often encounter conflicts among stakeholders striving to meet their planning objectives. To address these conflicts, exposed spaces must be managed through compensation measures, which help mitigate community disputes and address site-specific issues. Compensation typically involves obtaining permissions from landowners, financing replacements, and using banking institutions for payments. This financing program should ideally utilize APBD (Regional Budget) funds or Special Allocation Funds dedicated to disaster risk management. It is anticipated that these restoration activities will contribute to the long-term reduction of flood impacts. Rehabilitating natural river flows presents its own challenges, including community debates. Therefore, comprehensive education is essential to enhance understanding of the role of river flows in sustaining hydrological and ecological functions. |
