Abstract: Pengelolaan tata naskah dinas secara elektronik di pemerintah Kota Bogor menghadapi kendala dalam menangani peningkatan jumlah surat akibat keterbatasan aplikasi sebelumnya yang dibangun menggunakan PHP dan CodeIgniter. Penelitian ini bertujuan untuk mengembangkan modul disposisi surat masuk pada aplikasi Tata Naskah Dinas agar mampu mendisposisikan surat masuk ke penerima selanjutnya, serta menampilkan waktu dan posisi surat setelah disposisi. Pengembangan aplikasi ini dilakukan dengan menggunakan metode Scrum, yang dipilih karena kemampuannya dalam menangani proyek dengan kompleksitas tinggi melalui pendekatan iteratif dan bertahap. Teknologi yang digunakan meliputi JavaScript dan ReactJS untuk front-end, serta Node.js untuk back-end. Hasil penelitian menunjukkan bahwa modul disposisi yang dikembangkan berhasil memenuhi kebutuhan dengan menambahkan fitur-fitur baru seperti penghapusan surat, riwayat surat, dan ekspor laporan dalam format PDF. Implementasi modul ini diharapkan dapat meningkatkan efisiensi komunikasi tertulis serta administrasi penyelenggaraan pemerintah di Kota Bogor.
The electronic management of official documents in the Bogor City Government faces obstacles in handling the increasing number of letters due to the limitations of the previous application built using PHP and CodeIgniter. This study aims to develop an incoming letter disposition module in the Official Documents application so that it can dispose of incoming letters to the next recipient, as well as display the time and position of the letter after disposition. The development of this application was carried out using the Scrum method, which was chosen because of its ability to handle projects with high complexity through an iterative and gradual approach. The technologies used include JavaScript and ReactJS for the front-end, and Node.js for the back-end. The results of the study show that the developed disposition module successfully meets the needs by adding new features such as deleting letters, letter history, and exporting reports in PDF format. The implementation of this module is expected to improve the efficiency of written communication and government administration in the City of Bogor.
